Justification ou besoin	Il s’agit d’un élément important de l’effort d’harmonisation relatif à l’arrimage des charges et au projet de règlement. À titre de référence pour les inspecteurs. Selon une certaine interprétation du Code de la sécurité routière, si un chariot en C est manquant, le véhicule serait considéré comme hors service (OOS).
Demande d’action	Élaborer une norme uniforme et des critères OOSC. Ajouter une note relative aux infractions concernant les freins de stationnement et les systèmes d'attelage. Précisions et modifications, le cas échéant, concernant le chariot élévateur en C.
Mesures prises par le comité	Because the new regulatory and harmonization efforts are not yet final, there was an agreement that it is premature to consider blocking and bracing related additions to the OOSC. Cargo in van trailers will be difficult to inspect for proper blocking and bracing. An OOS in this area will likely differ from the load securement standards themselves. While there are cargo damage related reasons to block a 50lb bos, the chances of it coming loose and penetrating the trailer are low. Therefore, having it loose is not an imminent safety hazard. A reference to FMCSR 393.43(d) be added to the NA OOSC item 1.c.(1) parking brakes. A referece to FMCSR 396.3(a) be added to the NA OOSC item 2.b.(4) bolted upper couplers. The C-Dolly Steering does not require an amendment as Section 8 is in relation to the steering mechanism. A reference to FMCSR 396.3(a) be added to NA OOSC item 8.k.(1) C-Dolly steering system and FMCSR 396.3(a) be added to the NA OOSC item 8.k.(2) C-Dolly centering. A reference to FMCSR 393.207(c) was added to items (1) and (2) in the OOSC and item 9.c. Composite Springs.
