Résumé de l’enjeu

Un camion à benne basculante et sa remorque ont récemment été arrêtés pour inspection. L'inspecteur a constaté que l'étrier de frein à disque pneumatique sur l'essieu directeur avant du camion à benne était dans l'état suivant : - 4 des 6 boulons de fixation de l'étrier de frein à disque pneumatique étaient manquants ; - 2 des 6 boulons de fixation de l'étrier de frein à disque pneumatique étaient desserrés. L'inspecteur a examiné les Out-of-Service Criteria (OOSC) de la CVSA et a noté que cette condition spécifique n'est mentionnée que dans la partie II, section 1 a.(6)(b), des OOSC (critère de 20 %), et non dans la partie II, section 1 b.(3) des OOSC (critère de 20 % et OOS).

Justification ou besoin

Un véhicule utilitaire trouvé dans cet état peut présenter un risque important pour la sécurité en raison d'une performance de freinage réduite d'un côté de l'essieu avant directeur. Il y a aussi un risque si l'étrier se détache en cours de route. Le manuel OOSC, partie II, section 1 b.(4)(b), Freins hydrauliques – (Freins avant directeurs), mentionne la condition suivante comme faisant partie du critère des 20 % et comme étant hors service : - Boulon de fixation de l'étrier de frein desserré ou manquant. »

Demande d’action

Actuellement, si un véhicule comportant plus de quatre freins de service présente un frein de l'essieu directeur avant dans un état similaire – et qu'aucun autre frein défectueux n'est identifié –, le véhicule n'est pas mis hors service. Cette question est soumise à l'examen du comité afin de déterminer s'il convient d'ajouter cette condition (ou une condition similaire) à la partie II, section 1 b.(3) du règlement relatif aux véhicules hors service (critère des 20 % et mise hors service).

Mesures prises par le comité

The SAE group provided information that if a single bolt on either side of the caliper remains tight, the clamping force of the brake would be relatively the same and would not raise to the level of a standalone out of service on a steering axle as it would not result in pulling from one side to the other and should be a violation and only contribute to the 20% criteria. However, they also stated that if all bolts are loose or missing on one side of the caliper or the other, that this would meet an imminent hazard due to the ability of the caliper to catch with the rotation of the wheel and potentially the rotation could dislodge the caliper. Therefore, their recommendation was to put it in the section with the drums and rotors for the same reason as it should be taken off the road for the hazard of becoming dislodged more than the brake force. The committee voted to amend the North American Standard Out-of-Service Criteria, Part II, Item 1. Brake Systems, g. Brake Drums or Rotors (Discs) as follows:

1. BRAKE SYSTEMS

g. Brake Drums, Rotors (Discs) or Air Disc Calipers (1) ** Any portion of the drum has any external crack or has any crack that opens upon brake application. (2) ** Any rotor (disc) with a crack in length of more than 75% of the friction surface and passes completely through the rotor to the center vent from either side or completely through a solid rotor or completely through a structural support connecting the rotor friction surfaces. ** NOTE: Do not confuse short hairline heat check cracks with flexural cracks.

(3) A rotor surface is worn to or through center vents.

(4) Any portion of the drum or rotor (discs) missing or in danger of falling away.

(5) All bolts are loose or missing on either side of an air disc brake caliper.
