Des directives plus détaillées/supplémentaires sont nécessaires concernant les réparations correctes et incorrectes des tuyaux d'air.

Justification ou besoin

La partie II, section 1(h)(4) du CVSA OOSC traite des raccords de tuyaux incorrects et donne un exemple de tuyaux raccordés avec des colliers de serrage. Les illustrations de l'OOSC ne montrent d'ailleurs que des tuyaux raccordés avec des colliers de serrage. Récemment, des réparations de tuyaux utilisant un raccord cannelé inséré à chaque extrémité et des colliers sertis ont été observées. D'autres méthodes de réparation, non abordées dans cette demande, sont peut-être existantes. Il y a confusion quant à savoir s'il n'y a qu'une seule réparation de tuyau acceptable ou si seule la réparation par colliers de serrage est inacceptable.

Demande d’action

Mettre à jour la politique opérationnelle OOSC ou CVSA 15 pour fournir des indications sur la détermination des réparations acceptables des tuyaux d'air.

Mesures prises par le comité

Operation Air Brake tasked CVSA staff to create a bulletin for proper and improper brake fittings. The Inspection Bulletin 2026-03 Air Brake System Fittings was created. It provides clarification on the different fittings marked “DOT” and the bulletin states the inspector “may” write a violation when these markings are not visible. The bulletin further provided clarification of the examples when a hose is joined by a splice. It provides guidance on what is a violation and what is an imminent hazard and meets the OOSC.

With the approval of the bulletin giving guidance for which type of splice would meet the level of an imminent hazard, the committee had further discussion and changed the OOSC language to be consistent with the terms in the bulletin and to be specific for the tube-type coupling and no other type. The language also needed to be updated for air fitting leaks to locations that cannot be tightened and removing the term “proper connection” from both the guidance and the OOSC.

The amendment to the North American Standard Out-of-Service Criteria Part II, Item 1. h. Air Brake Hose/Tubing (3) and (4) and o. Hydraulic Brakes (5) was as follows:

1. BRAKE SYSTEMS h. Air Brake Hose and/Tubing ………………………. (3) Audible air leak in a hose/tubing or at a fitting/connection that cannot be tightened at the thread or swivel. NOTE: This does not include leaks in a push-to-connect fitting or gladhand. (4) Improperly joined by a splice made by sliding the hose ends over a piece of tubing and clamping the hose end to the tube. ………………………….. o. Hydraulic Brakes (5) Improperly joined by a splice made by sliding the hose ends over a piece of tubing and clamping the hose end to the tube.
