Based on the current language, there is the allowance for inspector judgement on how much rust on a brake rotor is to be considered a defective brake. The original intent was to have a means to identify an inoperative brake on one side or the other of the rotor. The language is the same language in each of the sections related to air disc brakes and hydraulic brakes. The committee voted unanimously with one abstention to add “across the entire” to the sentence to clarify that it is the entire friction surface on either side.

In the absence of a PBBT, there is no way to determine how much of the friction surface not contacting the rotor would cause inadequate braking on that wheel end but with one complete side of the rotor not contacting the rotor, an inspector can be confident the wheel end would meet the reduction in braking force to be a defective brake.

An amendment was voted on to updated OOSC, Part II, Item 1. Brake Systems a. Defective Brakes, Air Disc Brakes (6)(d), Hydraulic and Electric Brakes (7)(e) and b. Front Steering Axle(s) Brakes, Air Disc Brakes (3)(e) and Hydraulic (4)(e) as follows:

Rotor has severe rusting across the entire friction surface on either side (light rusting on the friction surface is normal).
