| Mesures prises par le comité | This request came into the Vehicle Committee after the agenda for Jacksonville was already closed but it was forwarded to the Cargo Securement Forum for discussion. Research was done on the issue and was presented to the forum: FMCSR 393.102(a) and CCMTA Standard 10, Section 6 (2) say: Equipment must be designed for that purpose. Bolts are not designed for that purpose. Bolts grading are determined in shear strength and clamping capacity. A bolt in a removable hook is not really submitted to shear strength but to a bending force. They are not evaluated for that purpose. It was deemed that the current language in OOSC is sufficiently clear. The Forum agreed that the bolt used in this cargo securement repair application is not acceptable and that there is no need to amend the OOSC wording. It is not a proper repair, therefore the “any missing required component” or “repairs, other than the clevis variety” adequately cover this condition. |
