| Résumé de l’enjeu | En octobre 2012, une femme de Calgary a été tuée en Colombie-Britannique lorsqu'une pierre s'est apparemment détachée des roues jumelées de la remorque et a traversé le pare-brise du véhicule dans lequel elle était passagère. |
| Justification ou besoin | Bien que ce problème soit rare selon la police, sa gravité est indéniable. Des personnes peuvent être, et ont même été, gravement blessées ou tuées par des débris provenant de véhicules circulant sur n'importe quelle autoroute du pays. |
| Demande d’action | Comme il s’agit d’un simple contrôle effectué en bord de route par les inspecteurs de la CVSA et que ce point n’est pas abordé dans les critères de mise hors service actuels, il est suggéré de l’inclure dans ces critères, peut-être sous une nouvelle rubrique intitulée « Pneus 11.c Objets/débris coincés entre les pneus d’un essieu jumelé » : « Tout débris coincé entre les pneus d’un essieu jumelé et susceptible de se détacher et de devenir un projectile. » |
| Mesures prises par le comité | This issue/request for action item was discussed in the spring meeting and the committee had voted on an amendment to the OOSC that was turned down by the Executive Committee and brought back to the Vehicle Committee for further review. The issue was around a condition that is imminently hazardous when debris is lodged between the tires. In October 2012 a Calgary woman was killed in British Columbia when a rock became dislodged from between the dual tires of the trailer and crashed through the windshield of the vehicle she was a passenger in. Executive Committee sent it back to the committee to discuss the difference between solid objects vs mud and snow. The committee felt that solid articles should be placed OOS if found lodged between the sidewalls and proposed wording was designed to not include them. The committee revisited the issue and through lengthy discussion, it was determined that only mud and snow should be excluded as there is the same potential with a piece of ice that is hard and large enough to become wedged between the sidewalls to become a projectile similar to a rock. By definition, mud and snow is not a solid object. Ice would be considered a solid object. The Vehicle Committee voted in favour with one opposed to the amendment below. 11. Tires c. Lodged Items Between Tires of a Dual Tire Set (1) Any solid item lodged between a set of dual tires that is in direct contact with the sidewalls of the tires (excluding mud and snow) (396.79(a). NOTE: The motion was passed by Executive Committee. |
