| Résumé de l’enjeu | Les autocollants de niveau VI peuvent se détacher des véhicules en transit. Si un autocollant de niveau VI est apposé sur un véhicule ayant passé avec succès l'inspection au point d'origine par mauvais temps (neige, pluie, etc.), il peut se détacher, privant ainsi le véhicule transportant des déchets HRCQ ou transuraniens (TRU) de la vignette requise. |
| Justification ou besoin | Pour exercer leurs activités aux États-Unis, les transporteurs de déchets HRCQ ou TRU doivent afficher une vignette d'inspection de niveau VI valide. Tout véhicule circulant aux États-Unis sans cette vignette est en infraction avec les procédures d'inspection de niveau VI de la CVSA. Ces procédures, intégrées par renvoi à l'article 385.415(b)(1), sont décrites dans la section 4 des méthodes d’inspection de niveau VI de la CVSA. |

| Mesures prises par le comité | An Ad-hoc committee of industry and enfocement members was created by the Chairman to write a procedure for review that would be sent out as an inspection advisory and included into the Level VI training program. The Committee reviewed and voted to accept the procedure listed below. Procedure Regarding CVSA Level VI Decals – Inclement Weather If after a vehicle transporting HRCQ or Transuranic waste successfully passes a point-of-orgin Level VI inspection and decal cannot be applied due to inclement weather conditions, the decal will be placed onto the back of the Level VI inspection form. The drivers of the vehicle will be required to provide the inspection and decal to any inspection official who requests it while en route to point of final destination. If the driver cannot provide both the inspection and decal when requested, another Level VI point-of-orgin inspection must be completed, and a new decal affixed upon the completion of a defect-free inspection. This method will be honored by all states. |
