Le tableau des défauts d'arrimage de la North American Standard Out-of-Service Criteria (OOSC) définit une infraction comme « toute soudure sur une chaîne, à l'exception de la soudure d'origine de chaque maillon ». Si le lien a été soudé au plateau ou au rail d'une remorque, cela constitue hors service ?

Il convient de clarifier si cela s'applique uniquement à une soudure de réparation sur un maillon d'une chaîne ou également au maillon d'extrémité de la chaîne servant de point d'ancrage au véhicule.

This issue was discussed during the Cargo Securement Public Forum. There were pictures shown of chains that are welded to the deck as anchor points. In the current Tiedown Defect Table, it indicates that welds on chains are to be rejected. The question was, Does this include welds to chain links that are used to attach the chain to the deck. Extensive discussion was had in the public forum regarding the degradation of a chain that has been welded. However, the regulators clarified that there is nothing in regulation that precludes a chain from being welded to the deck. The welded link and the weld will then become an anchor point. The regulation does not require anchor points to be rated, therefore, that particular link and weld is not an issue. It was further determined that the chart is referring to links that are repair welded. It was suggested that the section needed to be amended to reflect that. It was further noted that it should also not allow two links to be welded together in order to make a longer chain. The suggested wording that was developed in the Cargo Securement Public Forum was presented to the Vehicle Committee. The wording was as follows: Any weld(s) on chain to repair broken/damaged links or to join links.

There was further discussion and concern in the Vehicle Committee about allowing the chain link to be welded for the anchor point. It was stated that although there is nothing in the regulations to forbid the link from being welded to the deck to form an anchor point, we would not put anything into the tables to promote it as a recommended practice. If this method is used, the weld and link should be carefully examined to ensure there are no cracks. If there are, they anchor point will be defective under the Tiedown Defect Table under Anchor Points. The committee unanimously voted to amend the Tiedown Defect Table by amending the wording to the suggested wording as noted above.
