| Résumé de l’enjeu | Il est arrivé à quelques reprises que des inspecteurs, lors du test du système de protection du tracteur, constatent les résultats suivants : ils retirent les raccords rapides et attendent que l’air cesse de s’écouler de la conduite d’alimentation pour vérifier la vanne d’alimentation de la remorque. Ils demandent ensuite au conducteur d’actionner le frein de service afin de vérifier si de l’air s’échappe de la conduite de service, ce qui indiquerait un mauvais fonctionnement de la soupape de protection du tracteur. À ce stade de l'inspection, l'air s'échappe de la conduite d'alimentation, et non de la conduite de service. Cette situation n’est actuellement pas traitée dans le bulletin d’inspection du système de protection du tracteur de février 2005, qui n’indique ni si elle est possible, ni si elle est hors service. |

| Mesures prises par le comité | Through conversation with the brake industry it was determined that if the test is done as prescribed, the only way air can come out the supply port with the service brakes applied is if there is an internal leak in the TP valve. The TP valve has both control (service) and supply air plumbed into it and the two types of air are separated by seals/o-rings inside of the valve. If there is an internal leak, control air can migrate to the supply side. In his opinion this should be included in the OOS condition in the rare instances that it may occur because the tractor air system is not protected and could lose all of its air in the event of a breakaway or gladhand disconnection. Based on this information, it was determined that the Bulletin should be amended and the OOS as well. It was also brought up that both the secondary and primary systems should be reflected in the OOSC and in the bulletin so the appropriate additions were made. The Vehicle Committee unanimously approved amending the bulletin and OOSC to read as follows: Bulletin Amend Step 8 from: 8. Check for any air escaping from either the supply/emergency or the service/control gladhand line. When air escapes from either gladhand line, the Towing Vehicle Protection System is defective. This vehicle has a violation* that is an OOS condition. ?Primary or secondary system? was also added to the appropriate sections of the bulletin. Proposed Wording: 1. The trailer supply valve fails to close before pressure drops below 20 psi (138 kPa) in either the primary or secondary system. 2. Air escapes from either glad-hand when brakes are applied after the tractor protection valve has closed. |
