Justification ou besoin	Une clarification du point ci-dessus est nécessaire pour assurer l'uniformité des inspections.
Demande d’action	Si l'élément ci-dessus est jugé hors service, veuillez publier un bulletin d'inspection informant tous les inspecteurs de cette précision. Il faudrait également envisager d’ajouter une note à la prochaine édition de la North American Standard Out-of-Service Criteria.
Mesures prises par le comité	This issue was discussed in Atlanta and it was determined that a letter be sent from CVSA to Peterbuilt for direction in this matter. A response was received as follows: The purpose of the spring eye u-bolt is to hold the upper and lower spring leafs together in the event that the lower leaf spring breaks. By holding the two leaf springs together the upper leaf will stay in a position to maintain the connection between the spring hanger and the axle. This is a backup function in the event the lower leaf spring breaks so, if the spring eye u-bolt were to become loose or were missing, it would not pose an imminent hazard but should be corrected in a timely fashion. Due to this reply, it was determined by the committee that if the spring eye u-bolt is missing or loose (and not in danger of falling away) that it would not be a imminent hazard and would not be OOS.
