| Resumen del asunto | La sección 3.3.12 de Efotm, relativa al cálculo de la tasa OOS, es ambigua y parece interpretarse de diversas maneras. La pregunta es: al analizar el perfil de las inspecciones "calificadas" realizadas en los últimos 12 meses, ¿debemos utilizar todas las inspecciones (niveles 1, 2 y 5) de ese período, o solo las tres últimas? Además, si se dispone de menos de tres inspecciones y no es posible inspeccionar vehículos para alcanzar el tamaño de muestra requerido, ¿debemos registrar las inspecciones completadas en Sentri? (Sentri sabe que si se registran menos de tres, no se calculará la tasa OOS). |

| Medidas adoptadas por el comité | The committee voted to submit a letter to FMCSA for guidance regarding calculation of OOS rate during safety audits. eFOTM 3.3.12 dealing with calculating the OOS rate is vague and appears to be interpreted differently. When looking at carrier profile for "qualifying" inspections within the previous 12 months, do all inspections (level 1,2, and 5s) within that time period, or just the last three count towards the sampling? In addition to that question, when there are less than three inspections and are unable to inspect vehicles to reach required sampling, do the inspections still get entered despite there being less than 3? Instructors are not consistent in their teaching of this issue. Guidance is needed for consistency of calculating the OOS rate. In the fall conference in Denver discussion was had and it was determined this issue is resolved to the satisfaction of the committee by way of instruction provided through the User Guide of the SafeSpect Platform. |
