| Resumen del asunto | Debido a las grandes nevadas que han caído este año en la mayoría de los estados del norte y en Canadá, estamos teniendo problemas con trozos de nieve y hielo que se desprenden de los techos y dañan los parabrisas de autos y camionetas, causando lesiones a sus ocupantes. Este es un problema que enfrentamos todos los años. |

| Medidas adoptadas por el comité | This issue has been discussed before in both cargo securement and vehicle committee. Cargo securement reviewed the issue request and did not act due to the snow not being considered cargo. This passed the issue request back to Vehicle Committee to discuss as to whether there was anything that could be done within the regulations. Although the committee agrees that a hazard exists, the question becomes how does a driver correct the OOS condition. MN reported that they have a wrecker that comes out and has a boom to clear it off. This type of service is not available throughout all jurisdictions and if placed in the OOSC, the OOS order will be issued in all jurisdictions. The other issue is, how does a driver prevent the OOS condition. There are no facilities widely available to clear snow from the tops of trailers and having drivers climb on top of trailers to clear the snow is a larger hazard than snow falling from the trailer. Members also discussed where such a violation would be recorded within the OOSC. There is no regulatory reference, other than 396.7, and no category to include it under within the OOSC. Members felt that this issue may be better addressed at a state level rather than a federal level. A question was asked whether CVSA could write a letter to the major truck stops asking them to install equipment to clean the snow off the tops of vehicles. No action was taken on the letter request and the issue was closed. |
