Resumen del asunto

Aclaración sobre los Out-of-Service Criteria. Se nos ha informado que una empresa en California (DC Trailers de Woodland, CA) fabrica remolques con una plataforma giratoria de doble anillo con rodamientos de bolas, la cual se fabrica con cinco pernos y soldaduras. Uno de estos vehículos fue inmovilizado en nuestro centro de evaluación de riesgos de Cordelia por tener menos de seis pernos efectivos (página 42 de los criterios actuales de inmovilización). Sin embargo, en la sección 49 CFR 393.70 (c), no se menciona un número mínimo de pernos requeridos cuando se incluyen las soldaduras.

Justificación o necesidad

Parece que, con las soldaduras adicionales en esta plataforma giratoria, podría ser más resistente que si se añadiera un perno más.

Medidas adoptadas por el comité

Discussion was around Part II of the OOSC under 3. Coupling Devices, (I) Full Trailer (Double Ring, Ball-Bearing Turntable) that says a turntable with less than 6 effective bolts would be considered OOS.

With the DC Trailer manufacturer, they are already manufactured with less than 6 effective bolts and already meet the OOSC. There was discussion on when it becomes an imminent hazard with the number of bolts ineffective because of the additional manufacturers weld.

Past vehicle committee minutes were reviewed and there was no record of when this part of the OOSC was added. Meeting minutes start in 1990 and it was already in the OOSC at that point.

Manufacturers were consulted and they indicated that the welds were primary, but there was no violation within the regulations. Canada has in their regulations for 6 bolts but doesn’t talk about the combination.

Further correspondence was received from Canada which essentially said that if there are no changes made to the Canadian regulations, the vehicle would be in violation.

The issue was closed with no action from the committee.
