| Medidas adoptadas por el comité | The manufacturing standard in the issue request had to do with the functionality of the ABS system on a 2005 Freightliner glider kit with a 1990 Ford brake system. The VIN# on the CMV registration was for a 2005 Freightliner but it did not have ABS. Glider kits are a new truck minus the engine, transmission, and axles. The kits allow the update of the truck, at a lower price, by reusing existing components. Discussion took place as to how the inspector would be able to determine anything other than what is printed in the registration card. If the vehicle is a 2005, and registered as a 2005, it would then be required to meet the manufacturing standards for a 2005. It was stated that the serial number provided on the glider kit is not a VIN number and should not be the VIN number on the updated CMV. A sticker/plate is provided by the manufacturer of the glider kit to be added to the serial number (VIN) of the manufacturer and they are to provide the VIN number from the original CMV for registration. This identification would be similar to that placed on the vehicle when a modification is done, after manufacture, to raise the GVWR of the vehicle. Based on this information, the committee determined that the vehicle in the action request was a 1990 Ford, the VIN information had not been properly transferred to the updated CMV, and the registration did not correctly identify the vehicle. Since the vehicle was actually a 1990 Ford, ABS would not be required based on the year of manufacture. |
