Resumen del asunto

Hoy se nos informó que una línea amarilla colocada sola sobre una alfombrilla de fricción, establecida originalmente por el Código Nacional de Seguridad 10 sujeción de carga 09-23-04 (que indica un COF > 0,8 según ASTM D-1894), ya no se considera una alfombrilla de fricción. Sin embargo, la sección (9) de la página 10-15 de la Norma 10 sujeción de carga - Junio de 2013 indica: “Para ser considerada parte de un sistema de sujeción de carga, una alfombrilla de fricción debe estar marcada por su fabricante con la resistencia de fricción máxima utilizable (en g) que la alfombrilla proporcionará para restringir la carga contra el movimiento horizontal y lateral. Nuestros productos de alfombrillas antideslizantes Load-Grip cumplen y superan todas las propiedades físicas y los valores de coeficiente de fricción (COF) necesarios establecidos para la sujeción de sujeción de carga por carretera e intermodal.

Justificación o necesidad

La aplicación de este nuevo código por parte del MTO está ejerciendo una presión indebida sobre los camioneros y la clientela existente.

Solicitud de acción

Solicitamos más tiempo para: 1) Implementar un método de impresión viable en nuestro proceso de fabricación para colocar la información alfanumérica requerida en cada tapete. 2) Gestionar el gran volumen de tapetes en inventario en Canadá. (Actualmente, el inventario está casi completo).

This request came into the Vehicle Committee after the agenda for Jacksonville was already closed but it was forwarded to the Cargo Securement Forum for discussion. This request is related to an issue raised at the 2014 Los Angeles spring forum meeting where the guidance on only accepting the friction mats Coefficient of friction marking in G’s was developed and incorporated in Operational Policy 15. At this point, it is mainly a Canadian issue as the US still has the default limit of .5g’s for unmarked friction mats. The submitter is seeking leniency of sufficient duration to implement a valid printing process on their product and to have time to deal with the present inventory. During discussion, the forum considered the fact that:

- The regulation has been made public in Canada since June 2013, - The guidance only got implemented in late 2014,

- A manufacturer of similar product in the attendance mentioned that the capacity to print numbers and letters during the manufacturing process has been available since before 2013 - The Regulation in the US will be amended to mirror the 2012 model regulation and CCMTA Standard 10 - Other manufacturers found the means of abiding by the regulation in due time

The forum unanimously recommended that this request be denied. The Vehicle Committee agreed with the forum’s recommendation.
