| Resumen del asunto | Creo que falta una opción en el sistema de protección del tractor L, parte 2 del OOS. Estaba supervisando una inspección de nivel 1; el oficial siguió correctamente el paso 32 de la verificación del sistema de protección del tractor, al igual que el conductor. La válvula de suministro de aire del remolque (roja) se disparó entre 50 y 60 PSI (precisión del manómetro). Observamos que la válvula del freno de estacionamiento (amarilla) también se había disparado. Realizamos la prueba 3 veces más para asegurarnos de no pasar por alto ninguna acción del conductor. | Medidas adoptadas por el comité | This issue had been discussed and required follow-up from the brake manufacturers. There was a Level I inspection conducted where the officer had followed the steps to inspect the Tractor Protection System and the officer followed Step 32 properly and so did the driver. The test was conducted 3 times consecutively and each time the trailer air supply (red) valve popped between 50 and 60 PSI (gauge accuracy). It was also observed that the parking brake (yellow) valve popped at the same time. They also ensured the parking brakes fully applied when that happened and they did. During the spring meeting, most individuals in the meeting indicated that it should not happen, but Pierre Pratte stated that he had looked for something in FMVSS/CMVSS 121 to support a violation and currently, FMVSS 121 states in S5.1.3 - Towing vehicle protection system that if the vehicle is intended to tow another vehicle equipped with air brakes, a system to protect the air pressure in the towing vehicle from the effects of a loss of air pressure in the towed vehicle. So, in his opinion, the tractor protection system did what it is required to do according to FMVSS. There is nothing more stated about the brakes coming on during the test on the tractor. He could not find any regulation that says this is a violation. We cannot put this condition into OOSC if it is not a regulatory requirement. Jim Szudy (Bendix) reported during this meeting that there is a section in FMVSS 121 (s)(5) 7.3(a). FMVSS does require a single pop (trailer) and not a double pop (trailer and tractor). It is a FMVSS 121 requirement. Information provided was that as the air flows in the valve and if the air pressure is low enough, 45 psi or lower, it may set both valves. US regulation only states the service brakes be capable of stopping the tow vehicle if the towing vehicle breaks away. Even though the parking brakes on the tow vehicle set, the service brakes would still be capable of working so it would not be a violation. It would not be the desired operation but there is nothing allowing us to write a violation for it. It was further discussed that due to this being such a rare occurrence, there would be no edits to the Procedure or Bulletin at this time. The Committee can revisit this if it becomes more common. |
