| Resumen del asunto | Un problema de OOS surge cuando hay una falla de energía desde la unidad de potencia al remolque, lo que impide que las luces del remolque funcionen. Creemos que se debe crear una nueva infracción de OOS para cubrir las situaciones en las que no se pueden verificar las luces del remolque debido a esta falta de energía. | Medidas adoptadas por el comité | Standard procedure has been to record each of the violations found. This potentially results in a separate violation for each individual lamp. Recording each lamp separately is required in Operational Policy 14. This practice however results in significant CSA scores against the carrier. For several reasons it was determined that a reasonable violation for this situation would be to cite 393.23 and place the vehicle OOS. It was also determined that a note would be beneficial to ensure that the electrical connection must be restored and then all the electrical systems would be inspected and if violations are present, they would be recorded as per Operational Policy (ie: each light violation would be recorded). The Vehicle Committee voted unanimously to add the following OOS to incorporate lighting that is inoperative due to no power to the towed vehicles: 8. LIGHTING DEVICES (HEADLAMPS, TAIL LAMPS, STOP LAMPS, TURN SIGNALS/AND LAMPS/FLAGS ON PROJECTING LOADS) b. At Anytime – Day or Night (4) All electrical systems on towed vehicle(s) inoperative due to no electrical connection (ie: unplugged or loose pigtail) – 393.23 Note: After electrical connection is re-established, all towed vehicle(s) electrical systems shall be inspected and, if applicable, recorded as per Operational Policy 14. A new section in ASPEN needs to be created. This could specifically address that the electrical connection was not adequate and the result of the lighting violations. Example for resolution in ASPEN violation code: 393.23PT – All required lamps on towed vehicle inoperative due to no electrical connection. This information was passed on to Info Systems when this OOS was approved. The committee needs to make an amendment to Operational Policy 14 to outline how to document the violation of a disconnected electrical cord. Changes to Operational Policy 14 were required because it indicated that each lighting violation will be recorded regardless of the reason that all the lights are out. The committee unanimously voted to amend Operational Policy 14 by adding a note under the Lighting heading follows: Lighting Devices: NOTE: When all required lights on the towed vehicle are inoperative due to no electrical connection, one violation of 393.23PT will be recorded on the rearmost unit, when applicable. NOTE: The motion was passed by Executive Committee. |
