This issue has been discussed at a few meetings and it was in regard to a front steering axle suspension where the bottom leaf is narrower than the top leaf and is wearing into the wrap leaf. The request was to try and come up with an OOS condition on how “thin” a leaf spring can get before it should be removed from service. Industry had offered to try and get recommendations. Information supplied from the manufacturers outlined the stress guidelines that the manufacturers use to protect the eye from braking forces and longitudinal load inputs. They calculated that the eye could wear 0.055”, or 13% of the section, and still comply with stress guidelines.

If the front eye wears beyond 13%, up to 50%, it will be at risk of fatigue, or breaking due to a large impact, or longitudinal load. The front eye has to resist all of the fore/aft loading from the axle. The point of highest stress from these loads is at the bottom of the eye, where it is wearing. The rear eye doesn’t see any of that. The front eye is protected with a redundancy wrap, but if the wear is too great on the wrap, it could be compromised as well. Their position still remained that the front eye should not wear more than 0.055” on this spring.

The manufacturer has made proposals to Navistar to change this design by adding a flat section under the eye, to provide more wear resistance. The discussion in committee was that there needs to be an easy way to determine the amount of wear. The leaves cannot be measured as suggested and it would need to be a consistent measurable wear. There was no easy solution and the committee determined that although there is likely an amount of wear that should require the leaf to be replaced, the OOS will remain as it is and the spring assembly will not be placed OOS unless the leaf is broken, cracked or has worn as to cause axle displacement.

If any committee members become aware of incidents where this has been the cause of a collision, the issue will be readdressed at that time.
