| Resumen del asunto | La Parte II, apartado 2, apartados c y d, de la OOSC describe los criterios para los ganchos de enganche y el ojo de la barra de tiro. Dado que se utilizan los términos específicos «ganchos de enganche» y «ojo de la barra de tiro», se excluyen otros sistemas de enganche con defectos que representan un peligro inminente. | Justificación o necesidad | Se están detectando defectos que representan un peligro inminente en los enganches de bola y otros sistemas de enganche sin que la OOSC identifique claramente que estos otros enganches podrían incluirse en la Parte II, apartado 2, c. y d. Como resultado, el inspector permite que un vehículo con un peligro inminente vuelva a estar en servicio o utiliza criterios poco claros para declarar los vehículos fuera de servicio. |
| Solicitud de acción | En la Parte II, apartado 2, sección c) del OOSC, cambie el encabezado de "Ganchos de pasador" a "Sistema de enganche". | Medidas adoptadas por el comité | The pictures attached were shown with this issue regarding other types of hitches other than 5th wheels and pintle hooks. Ball hitches and pin hitches are used on large trailers in some cases and the OOS criteria did not address these types of hitches. It was discussed that the same conditions on these types of hitches would be of the same hazard as what is currently addressed in the OOS. The issue request asked to simply amend the title of pintle hooks to hitch systems. This was not possible as the language contained in that section was in some places specific to pintle hook type assemblies. The committee agreed that the conditions outlined in the pictures should be OOS and that a section should be created for hitches other than Pintle Hooks and 5th Wheels. The committee agreed that OOS should be created. The criteria was added to as follows: Hitch Systems (excluding fifth wheels and pintle hooks) Mounting and Integrity (1)Loose mounting, missing or ineffective fasteners, or insecure latch. NOTE: A fastener is not considered missing if there is an empty hole in the device but no corresponding hole in the frame and vice versa. (2)Cracks anywhere in the hitch system including mounting surface and frame cross member. 3)Any welded repairs on the ball, ball-socket, pin or eye. NOTE: The motion was passed by the Executive Committee. |
