| Medidas adoptadas por el comité | Pierre Pratte reported that the Public Forum had discussed whether there could be a determination of how much shrink wrap needs to be on a skid of product to unitize a load. The submission sought to clarify if shrink wrap/stretch film can be used to unitize a load and is there a way to determine the strength. Industry was consulted and there is a tremendous variety in the products and the means of applying it. No guidance could be given on what would represent proper or improper use of the material. Shrink wrap/stretch film was compared to other means of unitization such as boxes, crates, or pails and the forum agreed that some guidance should be issued for enforcement officers. It was determined that shrink wrap/stretch film when used properly can unitize a load but guidance should be given. The principles that were discussed was that if it covers all the items in all of the layers and it is not damaged, torn off, or ripped, it does act as a proper means of unitization. On a motion made by Pierre Pratte and seconded by Rick Oakes, and with one abstention, the Vehicle Committee agreed to add the following language into Operational Policy 15: Cargo Securement 2.(b)(5) Is stretch film and/or shrink-wrap an acceptable means of unitizing cargo? Yes, as long as all of the individual articles in the unit of cargo remain secured inside the surface of the material. NOTE: The motion was passed by the Executive Committee. |
