Resumen del asunto

Realicé una inspección de Nivel 1 en una combinación de camión (frenos de aire) y semirremolque (frenos eléctricos). Un conjunto de rueda completo, en el semirremolque, estaba suelto en su fijación al eje. Aparentemente, los cojinetes estaban dañados. Mientras la combinación circulaba por la carretera, el conjunto de rueda se tambaleaba. Durante la inspección, el conjunto de rueda podía moverse con una sola mano. Las siguientes condiciones de la Parte II - Out-of-Service Criteria de Vehículos Estándar Norteamericanos no representaron un problema: holgura neumático/rueda (4b), fijaciones de rueda (12g) y cubos (12i).

Justificación o necesidad

Se completó la inspección y se realizaron las reparaciones; no hay urgencia en este asunto. Al revisar la Parte II - Out-of-Service Criteria de Vehículos Estándar de Norteamérica, esta condición no aparece en la lista. Yo, junto con otros inspectores, considero que esta condición constituye un peligro inminente, ya que el conjunto de la rueda podría desprenderse del vehículo en cualquier momento si no se corrige. Tengo un archivo de video de 14.1 MB de esta condición. El archivo excede el límite de tamaño de correo electrónico de mi departamento. Necesitaría una dirección para enviar una copia del video en CD.

Medidas adoptadas por el comité

The committee observed the video of the loose wheel on the utility trailer that was caused by a loose hub nut. This same video had been observed in the spring meeting and members of the committee were asked to try and come back to this meeting with a means to determine and OOS condition. Although all the committee members agree that this condition (once determined) should be placed OOS, there is no means in which to make the determination to any degree as to the play in the hub end without either elevating the wheel end to measure play or to remove the hub cap to determine looseness of the hub nut. Neither of these practices are acceptable for roadside enforcement.

It was discussed that in cases where enforcement agencies use PBBTs for brake enforcement purposes, that there may be a measure that can be taken with those tools that could result in an OOS condition. It was suggested at the meeting that someone contact a PBBT manufacturer to determine acceptable levels of play tolerated when using the “shaker” device on their mechanical inspection device. If some unit of measure can be determined the issue can be readdressed. At this point the committee agreed to close the issue until a point in which further information is presented.
