Resumen del asunto

Se adjuntan fotos de lingotes de plomo transportados en un remolque cerrado. Cada lingote pesa aproximadamente 955 kilogramos. El transportista utilizó tablones de 2" x 3" x 8' clavados a la plataforma como refuerzo para evitar el movimiento lateral, hacia atrás y hacia adelante. Los clavos no se clavaron completamente en la madera (aproximadamente la mitad del clavo queda visible). Problema: La Norma 10 del Código Nacional de Seguridad prohíbe el uso de bloques de madera clavados para asegurar las vigas al transportar bobinas de metal con los ojales longitudinales o transversales. Si el uso de bloques de madera clavados está prohibido al transportar bobinas de metal, ¿por qué se permite como único medio de sujeción al transportar artículos igualmente pesados en remolques cerrados?

Justificación o necesidad

Aclaración: ¿Cómo evalúan otras jurisdicciones si este es un sistema de sujeción adecuado? (p. ej., cantidad/tamaño de los clavos utilizados). Si se considerara inseguro, ¿cuál sería la solución apropiada para que este vehículo pueda continuar su viaje?

This issue was discussed in the Public Forum meeting in Montreal as well as the Vehicle Committee meeting in Bellevue. The issue was to solicit a review of practices relating to one particular use of nailed blocking to secure heavy articles of cargo placed on the floor of a van trailer for transport. Photos of a specific load were reviewed showing lead ingots placed near the middle of the floor with 2x4 blocking nailed several inches away from the ingots. The trailer had been placed OOS.

A significant portion of the bodies of the nails remained extended above the 2x4 and many of the nails were bent. The officer conducting the inspection indicated that light kicking against the 2x4 caused them to move easily.

The Forum generally agreed that the method shown was inadequate securement and supported the OOS action, but did not feel there was any value in trying to develop any further guidance or action based on this single incident. The Forum recommended that the Vehicle Committee close the issue without any further action.

The Vehicle Committee agreed with the decision of the forum and closed the issue.
