Resumen del asunto

El North American Standard Out-of-Service Criteria CVSA para criterios de fuera de servicio (OOSC) - 1.(c) (vii) establece: «Espesor del forro menor a 1/4 de pulgada o hasta el indicador de desgaste si el forro está marcado como tal, medido en el centro del zapato. (393.47(d)(2)).» El apéndice G de las normas para la inspección periódica federal establece que el forro de nodriza o no direccional fallaría si «espesor menor a 1/4 de pulgada en el centro del zapato». La medición se toma desde la parte superior del centro del forro hasta la parte inferior del forro. Esto incluye la porción de 1/4 de pulgada del forro. Durante una inspección en carretera, cuando un oficial está midiendo y el forro está en 1/4, 1/4 de pulgada es la marca de desgaste y aún está dentro del estándar.

Justificación o necesidad

Se emiten infracciones o defectos fuera de especificación cuando los forros están en la marca de 1/4 de pulgada o en el indicador de desgaste cuando, de hecho, el indicador de desgaste está en 1/4 de pulgada, por lo tanto, el forro no es menor de 1/4 de pulgada, por lo que se solicita una aclaración adicional si existe una infracción.

Medidas adoptadas por el comité

Appendix G only speaks to the measurement and not the wear indicator. Brake manufacturers provided information and a presentation related to 1/4? brake lining thickness vs brake lining wear indicators. The information presented revealed that wear indicators are located ª? above the shoe, give or take a minor variance (miniscule differences). The current language in the OOS criteria allows for an OOS condition to be documented if the lining is to the wear indicator which would be slightly above the ?less than ª? measurements resulting in inconsistent enforcement for brake lining wear depending on which method the inspector chooses.

Discussion was around removing the wear indicator option, however, it was determined that since 393.47(d) addresses linings worn to the wear indicators as being a violation it should remain a measure for lining thickness.

The committee unanimously voted to amend the OOSC to indicate the need to require the wear on the lining to be ?into? the wear indicator as opposed to ?to? the wear indicator. This would result in an inspector putting a brake lining OOS at a consistent level regardless of which method was used. The criteria would be amended in the following paragraphs:

Brakes 1.a.(2)(c)(vii) Lining thickness less than 1/4 inch (6.5mm) or worn into the wear indicator if lining is so marked, measured at the shoe center.

Brakes 1.b.(2)(c)(vii) Lining thickness less than 1/4 inch (6.5mm) or worn into the wear indicator if lining is so marked, measured at the shoe center.

The Executive Committee approved the amendment as written.
