| Resumen del asunto | Recientemente, un oficial reportó una infracción en el forro de freno durante una inspección de Nivel VI. La compañía de transporte impugnó la infracción y afirmó que no se trataba de una infracción. Envié las fotos y la descripción de la infracción a los instructores de la Parte B y de Nivel VI, y creo que finalmente llegó al Presidente del Comité de Vehículos y/o a otros miembros del comité. Hubo opiniones divididas, casi equitativamente, sobre si el forro constituía una infracción o no. El forro estaba agrietado, pero no superaba 1/16 de pulgada de ancho. Muchos lo consideraron una infracción, pero no una condición fuera de servicio (OOS) según la Norma North American Standard Out-of-Service Criteria. |
| Justificación o necesidad | Veo un par de cuestiones importantes: 1) ¿Una grieta en una zapata de freno constituye una infracción o debe cumplir con la norma OOSC para ser considerada una infracción? Los inspectores en el terreno necesitan que esto se aclare. 2) En la sección (i) de la norma OOSC se indica: "Grietas o huecos en la zapata que superen 1/16 de pulgada de ancho, observables en el borde de la zapata". ¿Se considera un hueco una separación entre la zapata y la zapata si la zapata no está suelta? La redacción actual es ambigua. Esta es la segunda vez que me enfrento al problema de los "huecos". |
| Solicitud de acción | El Comité de Vehículos necesita aclarar dos cuestiones: 1) ¿Puede una pastilla de freno estar en infracción y no cumplir con la condición OOSC? Si no, esto debe aclararse en la capacitación de la Parte B y en el OOSC. 2) La Sección 1. Frenos (2)(c)(i) del OOSC debe reescribirse para definir qué constituye un "vacío". Ejemplo: Separación del material de la pastilla de la zapata superior a 1/16 de pulgada o una grieta en la pastilla superior a 1/16 de pulgada de ancho. 3) El gráfico del lado izquierdo en la parte inferior de la página del OOSC debe aclararse con etiquetas. Algunas de las grietas/vacíos en la imagen parecen tener menos de 1/16 de pulgada de ancho y menos de 1 1/2 pulgadas de largo. Esto crea confusión para el inspector en la carretera. |
| Medidas adoptadas por el comité | Several email responses from brake manufacturers were presented regarding cracks in linings, voids and rust-jacking. The questions that arose in the previous meeting related to: Is a crack in a lining of less than 1 ®? in length is considered a violation or is there no violation until the crack is at the OOS limit and is a gap between the lining and the shoe due to ?rust jacking? considered an OOS condition and does the 1/16? void apply to the gap between the shoe and lining if the lining is not loose. The brake manufacturers were also in attendance at this meeting and indicated through their emails and during the meeting that linings that have lifted from the shoe due to ?rust-jacking? are not an imminent hazard and unless the lining block is loose on the shoe, it should not be considered for OOS. They also indicated that a crack of less than 1 ®? in length does not pose a hazard and based on the regulations, there is nothing to support that a crack of less than 1 ®? in length is a violation. So the committee agreed that until a crack in a lining meets the OOSC measurement, no violation exists. It was further discussed if the current OOS language needed to be further clarified in regard to the rust-jacking issue. It was decided that the current language does speak to 1/16? void in the lining and not a void between the lining and the shoe, so it was clear enough as it is currently written. A few options were debated, but there was nothing that could be drafted that appeared to make the issue clearer. So there were no motions made to amend the existing wording and the issue was closed. |
