Pregunta: Sujeción de contenedores con remolque equipado con cierres giratorios. El agente inspeccionó un remolque fabricado en 2003 para sujeción de carga. El remolque tenía cierres giratorios. El agente pudo girar fácilmente la manija para soltarlos. ¿Cumplen estos cierres giratorios con los requisitos de la sección 393.126?

The Vehicle Committee Chairman handled this request via a March 17, 2006 email to Valerie Hunter.

An intermodal container chassis equipped with "twist-locks" must have some type of system that would prevent the twist-lock from becoming "un-twisted". This system may be a latch similar to the one shown in the Intermodal 1 picture attached. If there isn't a latch similar to what is shown in the picture the twist-lock handle must be secured in some other fashion such as using wire, zip-ties, and even duct tape. The gist of all this is the twist-locks must not be able to be opened as easily as your inspector was able to do.

Prior to the cargo securement rule changes and the 2005 out of service criteria, if a twist-lock was not \"secured\" against becoming unintentionally opened it was just a violation. The 2005 out of service criteria made this condition an out of service item.

So, if the latch in the picture were missing or not in the down position or the operating handle was not behind the latch the trailer would be placed out of service. The out of service would apply if even only one of the four latches were in such a condition.
