Resumen del asunto	Cuando un vehículo ha tenido un problema con un neumático o una llanta y el conductor o propietario ha aislado el eje o ha quitado las ruedas y encadenado el eje.
Justificación o necesidad	Algunos inspectores consideran que esta situación es insegura. Solicitan orientación sobre si este escenario se considera inseguro y si se debe poner el servicio fuera de servicio.
Solicitud de acción	El uso de cadenas para sujetar un eje conlleva demasiadas complicaciones y, en mi opinión, no es una práctica segura.
Medidas adoptadas por el comité	The Vehicle Committee felt this was a non-issue as this type of action was common practice. Various situations were discussed and the general consensus was that if a vehicle arrived at an inspection site that no violation should be noted However, if a vehicle is inspected the driver should not be permitted to single-out a tire or chain up an axle as a "quick fix" for an out-of-service defect and does not comply with CVSA Operational Policy 5 which states: REQUIRED REPAIRS FOR OUT-OF-SERVICE NOTICES The following shall be the policy regarding required repairs for out-of-service notices: Inspectors shall not release vehicles and/or drivers from an out-of-service notice until all repairs required by the out-of-service notice have been satisfactorily completed to where a violation no longer exists.
