| Mesures prises par le comité | Issue was raised to possibly add information to training bulletin regarding cycling the ABS system too quickly. Comment and questions on whether the issue should be noted as a violation by roadside officials if the ABS system doesn’t cycle when the key is turned on and off quickly. Comments were made that we had decided not to issue a violation for the last recall. There was discussion that the ABS is still working, but roadside officials would just need to modify the test. It was discussed that drivers should check ABS system during their pre-trip inspection. Comment from industry that the inspector has driver shut the engine down, then immediately has the driver turn the key back on and the system won’t work cycle but the system is working properly and that the issue is a problem because of how the test is conducted. Comment from FMCSA that regulations say indicator must be in compliance, and the indicator is not working properly as per the recall. By noting the violation it would have the company get the light fixed. Comment from industry that this is the same as light being out and if a violation is noted, can go through the DataQ process. Comment from other industry members that the light is working properly and the DataQ will not remove it. It is a problem with the testing process and inspection procedure. Comment that 2 different inspectors will check ABS at different points, and one may note the violation but the other will not. There was a point made to have a general comment inserted into the training bulletin and not specifically reference the type of vehicle or the recall. There should also be a note to have inspectors wait for the brains of the truck to shut down before turning the key back on. Agreement from industry and comment that it happens with trailers not cycling quick enough and that we should wait longer when shutting down the key in all cases. The committee voted to add a note to the ABS Training Bulletin with 3 opposed and no abstentions. The Training Committee made the final edits to the bulletin and the issue was closed. The note reads as follows: NOTE: On some newer power units, if the key is cycled off and on too quickly, the ABS may not cycle as required. An inspector should ensure the interruption of power for a period of time to allow all the dash lights to go out. In some cases, the driver’s door may need to be opened to interrupt the continuous electrical power provided by the power unit before the ABS test is conducted. |
