Résumé de l’enjeu	Je propose une nouvelle description pour la partie II du document OOSC – « COMPOSANTS DE LA CABINE ET DE LA CARROSSERIE ». Dans cette description proposée (COMPOSANTS DE LA CABINE ET DE LA CARROSSERIE), je propose également une condition OSC concernant l'utilisation par le conducteur d'un siège temporaire, plutôt que d'un siège permanent correctement fixé au véhicule, à l'instar de la condition relative aux sièges temporaires figurant dans la description « AUTOROUTES, AUTOCARS, FOURGONNETTES OU AUTRES VÉHICULES DE TRANSPORT DE PASSAGERS – SORTIES DE SECOURS/CÂBLES ET SYSTÈMES ÉLECTRIQUES DANS LES COMPARTIMENTS MOTEUR ET BATTERIE/SIÈGES ».
Justification ou besoin	Un conducteur utilisant un siège temporaire, tel qu'un meuble de jardin, à la place d'un siège installé par un constructeur automobile agréé, représente un danger imminent s'il doit effectuer une manœuvre d'évitement, même minime, au cours d'un transport normal.
Demande d’action	PARTIE II 2. ÉLÉMENTS DE LA CABINE ET DE LA CARROSSERIE Tout véhicule motorisé comportant un siège temporaire pour le conducteur non solidement fixé au véhicule. Cela inclut l'utilisation d'objets non conçus comme sièges dans un véhicule, tels que, sans s'y limiter, des caisses à lait, des chaises de jardin, des chaises pliantes, des marchepieds en plastique, des tabourets en plastique ou des glacières. Mesures prises par le comité	Any power unit that has temporary seating for the driver which therein is not secured to the vehicle in a workmanlike manner. This includes the use of items not designed for use as seats in vehicles, including but not limited to, milk crates, lawn chairs, patio chairs, folding chairs, plastic steps, plastic stools or ice chests. (393.203(d)) Discussion that this is a violation but questioning if there is a need to consider it OOS. Question on whether it is considered an imminent hazard and the consensus was that it should be considered an imminent hazard. Discussion on how to make the wording in the OOSC and that instead of cab and body components it should be made more specific to a driver’s seat. This change was made due to the need to include the new heading in the list of Critical Inspection Items in CVSA Operational Policy 5. The Committee did not want to include other violations of Cab and Body Components into the determination of whether or not the vehicle would qualify for a CVSA decal. Missing was also added to the heading as NSC Standard has violations for the condition of the driver’s seat. The Committee did not want to include these other defects in the determination for issuance of a decal, only the violation for the missing driver’s seat. It was decided that only a missing driver’s seat should fall into an OOS condition. It was brought up that anything other than an OEM seat or a seat designed to be installed into a vehicle would be considered a temporary seat and that the wording in the OOSC must reflect that. It was also discussed that any addition should be inclusive of all power units, including buses. The following wording was proposed to the committee for consideration to add into the OOSC. 5. DRIVER’S SEAT (MISSING) Any vehicle that has temporary seating for the driver.
