| Résumé de l’enjeu | Ce problème concerne la politique opérationnelle n° 4 dans la section relative à la certification d'inspection des citernes à cargaison et la politique opérationnelle n° 5 concernant la section relative aux autocollants CVSA. Selon les politiques actuelles, les inspecteurs qui ne sont pas certifiés pour les véhicules-citernes ne doivent pas inspecter les véhicules-citernes « conformes aux spécifications/codés ». |

| Mesures prises par le comité | The proposed change is to allow the inspection of a cargo tank by an officer not certified to inspect cargo tanks. The inspection would only be performed to the limit of the inspector’s ability and if the vehicle did not possess any critical violations a CVSA inspection sticker would be placed on the vehicle. The CVSA Decal could be placed on the chassis if the inspector was not cargo tank certified. Operational Policy Five already stipulates that HM/DG components will not be inspected except by inspectors certified to inspect HM/DG and so a sticker would not be applied. This infers that an inspector can already inspect a vehicle to the level of his certification ability. The original motion was amended to only change the examples in Operational Policy 4 that describe an inspection being performed on cargo tank by a non-cargo tank / hazardous material certified inspector. HM/DG components still would not be inspected if the inspector was not certified. Changes to Examples 14 and 16 were agreed upon and changes to the policy. A vote was taken and the motion passed. The Hazmat Committee was consulted prior to submission of the motion to the Executive Committee. |
