Les critères de mise hors service définissent un ou plusieurs coussins d'air dégonflés comme une condition de « mise hors service ». Ceci se trouve dans la partie 2, section 10, sous-section B8. Le problème qui s'est posé en Alberta est la popularité croissante des coussins d'air de rechange. Ces coussins d'air (voir l'image ci-dessous) sont totalement secondaires par rapport à la suspension à lames d'origine du camion.

Justification ou besoin

Je crois qu'il est nécessaire de modifier les critères de mise hors service pour régler ce problème. Des camions sont mis hors service parce que leurs coussins gonflables auxiliaires secondaires sont dégonflés, alors que leur dégonflage ne présente aucun danger pour la sécurité des usagers de la route et n'endommage pas le véhicule.

S'il est convenu de modifier les critères de mise hors service pour ajouter une note sous la partie II, point 10.(8).a pour indiquer que la suspension pneumatique secondaire dégonflée d'une suspension à ressorts à lames/hélicoïdaux primaire n'entraîne pas une mise hors service.

Mesures prises par le comité

These air bags are completely secondary to the trucks factory leaf spring suspension. In some cases, the air bags are not used when the vehicle is in operation due to the load and they are not required. The current OOS criteria which states that a deflated air bag is OOS is resulting in these vehicles being placed OOS unnecessarily. The committee agreed that factory air bags and secondary air bags need to be treated differently. Further discussion determined that it would be necessary to add an Ops Policy 15 section to explain the difference between secondary air bags and OEM air bags due to the situations with current suspension that have both springs and air bags that are OEM primary suspension. It was further discussed most of these types of systems are found on smaller hydraulic braked vehicles (aka pickups) but can be found on larger trucks too. These air bag systems are added to improve handling and ride but do not increase the load carrying capacity of the vehicle.

There was a concern brought up of how to get roadside officers to decide between primary and secondary air bags. It was indicated they used to be really popular to make the ride smoother. Hedrickson indicated that they sell a steer axle with an air bag and spring, and both are required. We need to ensure they officers don’t consider that to be secondary. It was further clarified that in no way are these air bags added on to increase the GVWR of the axle, they have no bearing on how much the axle can carry. They are just to make a better ride.

The Vehicle Committee voted unanimously with one abstention to add language to the OOS criteria to reflect the following condition in the air suspension section of the criteria:

10. Suspension b. Spring Assembly (8) Air Suspension (a) Deflated air suspension (one or more deflated air spring/bag).

NOTE: Deflated aftermarket/secondary air bag suspension in addition to a primary leaf/coil spring suspension does not result in an out of service condition. It was also discussed that guidance should go into the Operational Policy that these deflated bags are not a violation either. The Vehicle Committee vote was unanimous to add language to Operational Policy 15 to provide as guidance for officers as to the difference between a required air bag and a secondary/aftermarket air bag to read as follows:

10.a.(4) What is the difference between a primary and aftermarket/secondary air bag suspension?

Answer: The primary air bag suspension system is maintained in accordance with original manufacturer specifications whereas a secondary air bag suspension system is in addition to the original manufacturer spring or coil suspension.
