Mesures prises par le comité

The Associate Members acknowledged that there are positives with CSA, noting that it is an excellent enforcement tool. It was observed however, that there are deficiencies with the program as well. Studies like Volpe and ATRI show some correlation to crash risk; however, those studies look at average collective crash rates, rather than at individual carriers. The Associate Members argue that the system is unreliable to make a determination on an individual carrier. Associate Members do not want to restrict law enforcement access to the data, just public display. The Issue/Request for Action item was well presented. FMCSA noted that the letter acknowledges that the program has raised awareness to a higher level and questioned whether or not that would have happened without the public display aspect. It was also addressed the program does not provide a good measure of individual crash risk. The system was compared to new drivers: 16 year old drivers more likely to have a higher crash risk than an experienced driver, however, not all 16 year olds have crashes. They have higher crash risk though. Just because there isn’t a crash doesn’t mean the carrier does not have a crash risk. It was agreed and indicated that industry does not object to the public display of information after adjustments have been made to address concerns. The scores need to better represent a carrier’s true safety performance.

It was noted that CVSA is not supporting a permanent removal of the information from public view, only until the appropriate improvements have been made.
