| Résumé de l’enjeu | Le véhicule était un camion porteur hydraulique à deux essieux dont la conduite hydraulique avait été réparée. Les conduites hydrauliques des freins arrière avaient été réparées à l'aide d'un tuyau en caoutchouc et de colliers de serrage. Aucun gonflement ni fuite n'a été constaté au tuyau en caoutchouc sous pression. Le frein droit était fonctionnel, tandis que le frein gauche était inopérant. Après le retrait du tuyau en caoutchouc, les deux conduites hydrauliques se sont avérées rompues. Si les deux freins avaient fonctionné, ce véhicule n'aurait pas été immobilisé. Les critères nord-américains d'immobilisation ne font pas référence aux réparations effectuées sur les conduites de frein hydrauliques. Voir la photo ci-jointe. |

| Mesures prises par le comité | There was an issue request sent in with photos of a repair that had been made to a steel hydraulic brake lines. It had been done with two pieces of hose and 4 gear clamps. One repair had come apart and therefore a leak was present and the vehicle had been placed OOS. However, it was noted by the officer at the time that if the leak had not been there, that there was no OOS condition for an improper repair in a hydraulic brake line. Discussion in the committee was that some would have utilized Section h. Brake Hose/Tubing (4) Improperly joined such as a splice made by sliding the hose ends over a piece of tubing and clamping the hose to the tube. Further discussion in the committee indicated that some members did not feel that the section h. was intended for hydraulic brakes and that it was their understanding that all the hydraulic OOS conditions (other than 20% issues) were addressed in Section o. Brake manufacturers present in the meeting along with all the committee members agreed that this condition on a hydraulic brake line should be placed OOS. It was then discussed how to outline it in the criteria. It was determined that it would be better to retitle the Hose section and leave only the conditions related to air brakes in that section and retitle the section. The language was developed to add to Section o. for hydraulic brakes in relation to the improper repair. The following OOS amendments were unanimously approved. h. Air Brake Hose/Tubing (1) Any damage through the outer reinforcement ply (as per 4 or 5 below). NOTE: Rubber impregnated fabric cover is not a reinforcement ply NOTE: Thermoplastic nylon tube may have braid reinforcement or color difference between cover and inner tube. Exposure of second color is an out-of-service condition. 2) Bulge/swelling when air pressure is applied. 3) Audible air leak at other than a proper connection. 4) Improperly joined, such as a splice made by sliding the hose ends over a piece of tubing and clamping the hose to the tube. 5) Damaged by heat, broken, or crimped in such a manner as to restrict air flow. o. Hydraulic Brakes (1) The fluid level in any master cylinder reservoir is less than ¼ full or below minimum marking. NOTE: Normally to be inspected when readily visible or problems are apparent. 2) Hydraulic or vacuum lines, hoses, or connections are restricted, crimped, broken or damaged through the outer reinforcement ply. NOTE: Rubber impregnated fabric cover is not a reinforcement ply. 3) Any observable seepage, bulge or swelling on a brake hose under application pressure. 4) Improperly joined, such as a splice made by sliding a hose/tube end over the brake line and clamping the hose to the brake line. (5) Any observable leaking hydraulic fluid in the brake system upon full application. |
