Inspection n° CODN01004970 : Infraction relative à la colonne de direction desserrée (côté passager) constatée lors d'une inspection de niveau VI par le POE du Colorado. Véhicule mis hors service (OOS) sous NAS OOS le 27 juin 2010. Le tracteur a été inspecté par un atelier de réparation agréé Freightliner. Veuillez consulter les notes fournies par l'atelier concernant leur analyse de l'infraction relevée dans le rapport MCSAP CODN01004970. Ce véhicule a été amené à nos locaux pour une inspection conformément au bulletin de service 46-42, portant sur le réglage correct et l'usure du jeu libre. Nous estimons que ce véhicule ne présente aucun risque de défaillance lié au jeu latéral ou vertical. L'écart entre la plaque latérale et le bras de verrouillage est de 5,2 mm, ce qui se situe dans la plage de valeurs acceptables pour le dispositif de verrouillage. Nous avons aussi inspecté un autre véhicule Visionarys, n° 404, VIN° N° V20732, qui répondait aux mêmes critères d'acceptation. En tant qu'atelier de réparation agréé Freightliner, nous estimons qu'aucune réparation ni aucun réglage supplémentaire n'est nécessaire pour le moment. Ces colonnes de direction sont conformes aux directives du constructeur.

Le rapport d'inspection du véhicule a été transmis au président du comité.

This issue was originally submitted to the RAM subcommittee in relation to an OOS violation that was recorded on an inspection during a place of origin inspection. A video was shown that was taken at the time of inspection showing movement in the steering column area. There had been several emails and teleconferences related to this issue and additional information was provided indicating that at the time of inspection, the steering was taken apart and put back together by a mechanic, however, it was not re-inspected at that time by the inspecting officer. The vehicle was then taken to a repair facility where it was taken apart again and put back together. At that point the carrier indicated that the play was normal and there was nothing wrong with the condition of the column. It was suggested, that if this is the case, then the video should be able to be recreated if nothing was tightened.

Some attendees offered to try and get more information related to the steering column and what is considered acceptable play. The consensus was that the play indicated in the video did seem greater than what is normally seen during an inspection, however, more information is required. It was also suggested that this section of the OOS criteria may need to be updated once we receive information.

Tony Moore reported to the vehicle committee that he had reviewed the video with the design engineers and they agreed that the column/wheel movement shown in the video is neither normal nor acceptable. Even though the dealer may not have identified the root cause of the issue when they disassembled the column, they must have resolved the issue when they reassembled it if the movement was gone.

Regarding the repair done, this vehicle had a telescope/tilt steering mechanism made by Douglas Autotech. He stated that what they suspect is that during a service bulletin update that Freightliner issued, it described a procedure to check the tilt/telescoping locking force. What is suspected is that during execution of this service procedure something changed that affected the steering wheel end play. In performing the procedure the entire column is removed from the vehicle for adjustment, free play on the locking mechanism is set/checked, and then the column is reattached to the vehicle. During this process either the locking mechanism was tightened, or the 4 bolts that mount the steering column to the vehicle may have been loose and were tightened during the re-assembly.

In any case, the original condition of the vehicle was not acceptable. It was out of specification and required the repair.
