| Résumé de l’enjeu | Les glissières des bogies d'une remorque à deux essieux sont usées et présentent une déformation ovale à l'endroit où les axes de fixation des bogies s'insèrent. Ça ressemble à un desserrage des fixations de roues. Les bogies bougeaient. J'ai fait un test semblable à celui d'une sellette d'attelage et j'ai constaté ce mouvement. Je n'ai rien trouvé dans les Out-of-Service Criteria nord-américain (OOSC) concernant ce problème. |

| Mesures prises par le comité | Pictures were displayed of a condition on a sliding sub frame that had worn elongated egg-shaped holes were the pins seat to secure the adjustable axle. The bogies did move slightly in the holes with the locking pin engaged. There is currently nothing in the OOS criteria to address this issue, there is also nothing in regulation to support this as a violation. Information was presented and read from a Technical Bulletin from TMC. The information from the TMC Bulletin outlined that if holes are worn they will result in slack however, the document indicated at that point it is a maintenance issue. The document goes on to say that if that condition is not addressed, that the slack may result in splits or tears between the holes and at the point, the vehicle should not be operated. Based on the information received and the fact that there was no supporting crash data presented related to worn locking pin holes on sliding sub frames the issue was closed. Paul Johnston offered to try and get some information regarding specifics on sliding sub-frames to better determine if there are other conditions that should be addressed in the OOS. The issue will be closed off but can be re-opened if he reports back with further findings. At the Chicago meeting further research information from TTMA and TMC and specific suspension manufacturers related to the issue that was discussed in Anaheim regarding worn elongated sub frame holes, as well as damage or cracks in the rail and slider-guides/hold down brackets was presented. Several pictures were shown of worn out holes, splits in rails and missing or ?jumped? guards. The suspension manufacturers provided the committee with a maintenance standard as well as recommended OOS criteria. Concerns were addressed for not only the holes, but it was determined that any condition regarding locking pins or holes, when added together, resulting in more than one-fourth of the holes/pins being affected, that the OOS condition should apply. The committee unanimously voted to amend the entire paragraph 9.e. in the OOSC to include the new language as well as incorporate the existing OOS condition for locking pins as follows: 9 e. Adjustable Axle(s)/Sliding Trailer Suspension System ?More than one-fourth of the locking pins or locking pin holes that are in use meet any of the following conditions: o locking pin is missing or not engaged o a locking-pin hole measures more than 1.00 inch (25mm) larger than its original size o the material from the hole in use to an adjacent hole, or the material from the hole in use to the edge of the rail, is torn or split ?More than one-fourth of the slider-guide/hold-down brackets are missing or disengaged.
