| Résumé de l’enjeu | Il existe un problème entre les Out-of-Service Criteria nord-américains (NASC) et le 49 CFR concernant les épissures des boyaux de frein. Dans la partie II des OOSC, point 4, Système de freinage, g. Flexible/Tuyau de frein, (4), il est indiqué : « Assemblage incorrect, comme une épissure faite en faisant glisser les extrémités du tuyau sur un morceau de tube et en serrant le tuyau sur le tube. (393.45(a)) ». Or, le 49 CFR, article 393.45(a), ne mentionne pas cette interdiction. L'infraction est certes mentionnée à l'annexe G, mais nous ne pouvons pas l'appliquer sur la base de celle-ci, et les OOSC sont en contradiction directe avec la réglementation. |

| Mesures prises par le comité | Prior to August 15, 2005, 49 CFR 393.46 (f) stated the following (f) Splices in tubing if installed on a vehicle after March 7, 1989, must use fittings that meet the requirements of SAE Standard J512-OCT 80 Automotive Tube Fittings or for air brake systems SAE J246--March 81 Spherical and Flanged Sleeve (Compression) Tube Fittings as found in the SAE Handbook 1985 edition. On August 15, 2005, 393.46 was eliminated because rather than refer to SAE J246 or J512, the FMCSA felt that the straight application of Federal Motor Vehicle Safety Standard 106 and the revised 393.45(a) ?393.45 Brake tubing and hoses; hose assemblies and end fittings. (a) General construction requirements for tubing and hoses, assemblies, and end fittings. All brake tubing and hoses, brake hose assemblies, and brake hose end fittings must meet the applicable requirements of FMVSS No. 106 (49 CFR 571.106). ________________________________________ 571.106 Standard No. 106; Brake hoses. Brake hose end fitting means a coupler, other than a clamp, designed for attachment to the end of a brake hose. Permanently attached end fitting means an end fitting that is attached by deformation of the fitting about the hose by crimping or swaging, or an end fitting that is attached by use of a sacrificial sleeve or ferrule that requires replacement each time a hose assembly is rebuilt S7.2.2 End fittings. Except for an end fitting that is attached by deformation of the fitting about a hose by crimping or swaging, at least one component of each air brake hose fitting shall be etched, embossed, or stamped in block capital letters and numerals at least one sixteenth of an inch high with the following information: (a) The symbol DOT, constituting a certification by the manufacturer of that component that the component conforms to all applicable motor vehicle safety standards. The important part is that the end fitting must have \"DOT\" stamped on it, if it is not a crimped or swaged fitting. |
