| Resumen del asunto | ¿Podrían brindarme orientación sobre los requisitos específicos de sujeción de los cierres giratorios en contenedores intermodales y chasis? ¿Hasta qué punto puede girarse un cierre giratorio desde un ángulo de 90 grados antes de que deje de sujetar el contenedor al chasis? Existe cierto margen de giro, incluso con el dispositivo de bloqueo secundario, en la mayoría de los cierres giratorios. Muchos de ellos superan ligeramente los 90 grados antes de llegar al bloqueo secundario. Aunque no alcancen un ángulo de 90 grados, una parte considerable del cierre sigue sujetando el contenedor. |

| Medidas adoptadas por el comité | This issue requested guidance on the securement of Intermodal Containers using an integral locking mechanism. Guidance was specifically being sought as to what degree angle would be required for the locks to be considered in compliance. Violations had been recorded on roadside inspections for locks that were not turned 90 degrees. Fred Kovall reported on discussions that took place in the Cargo Securement Forum regarding this issue. There are numerous different integral locking devices that are used for securing the intermodal containers. Some of the locks do not need to be turned 90 degrees to be secure while others would need to be turned the 90 degrees. Therefore there is no requirement for a lock to be turned 90 degrees as long as the lock is secured and cannot unintentionally become unfastened. Reference was made to CVSA Inspection Bulletin 2011-03 and the inspection guidance provided in that document. Discussion took place as to whether further guidance was needed in the Inspection Guidance subparagraph 2. It was determined that the bulletin should be sufficient in its current state and reference to the different types of locks within the bulletin would never be all inclusive and would make the document quite lengthy. Discussion also took place in regards to the zip tie displayed in the pictures in the Inspection Bulletin. Rolf Vander Zwaag stated that the zip tie is not needed in many cases and is really a securement device for the secondary locking device. If the secondary locking device is not working correctly, then a zip tie might be needed. Committee members agreed with information presented from Cargo Securement and a standard 90 degree turn of the locking device should not be relied on. Instead, the inspector must determine if the lock is secured, based on the type on that particular chassis, and ensure that it cannot become unintentionally unfastened during transportation. |
