The photos of wood products loaded on a trailer were shown and were asked to determine whether the articles fit into the category of dressed lumber and similar products. The photos showed straps placed only over the top of the load. The top of the load was identified as being over 6 feet above the deck. This issue was discussed in the Public Forum and the discussion raised the following points: •Transporting dressed lumber in multiple tiers requires the load to be secured using one of 4 different methods: either using stakes to prevent lateral movement, using high friction devices placed between layers, tiedowns over middle tiers as well as over the top, and finally tiedowns over every tier. •The load shown in the photos consisted of wooden parts with metal fittings attached to them, and wooden beams with holes drilled in them. The load had some clear dissimilarity to dressed lumber. •The behavior of the load during vehicle operation would be essentially the same as a load of dressed lumber. •The regulatory requirements apply to material that is of “similar shape” to dressed lumber. •The load consisted of tiers of bundles that were strapped together. The Forum reached the consensus that the load shown in the photo does fall into the commodity-specific section for dressed lumber and the load needed to be secured according to 393.118.

The Forum recommended to the Vehicle Committee to close the issue with a response to the request indicating that the load does meet the specific requirement but no further action was necessary.
