Resumen del asunto

Permitir el uso de la inspección PBBT en lugar de medir la longitud de la carrera durante las inspecciones de Nivel I o Nivel V.

Justificación o necesidad

En el caso de vehículos con frenos de disco o vehículos con poca altura libre al suelo, el inspector no puede realizar mediciones físicas de la longitud del recorrido del freno.

Solicitud de acción

Permitir que los resultados de la prueba de frenado PBBT se utilicen en lugar de las mediciones físicas de la longitud de carrera para los frenos de aire durante una inspección de Nivel I o Nivel V. La consulta con el Departamento de Transporte de Tennessee dio como resultado la propuesta adjunta para modificar el procedimiento de Nivel I. La intención es modificar también el procedimiento de Nivel V una vez que se apruebe la modificación del procedimiento de Nivel Uno. Véase el Anexo.

Medidas adoptadas por el comité

The request was intended to reduce duplication of effort. It was clarified that all other brake components will still be inspected per the applicable inspection procedure if the PBBT is used. The issue was tabled at the spring meeting in order to allow the Associate Advisory Committee to provide their feedback. After clarification of a couple of their concerns they were supportive of the amended procedure.

The brake manufacturers, went on record as not in support of the change. They still felt that there was value in measuring stroke travel. They did not have enough data to support the decision.

Concerns were raised in regard to the vehicle being inspected with a PBBT and a decal being issued when stroke is not measured and then being re-inspected and a brake found to be out of adjustment. The representatives from the jurisdictions in the meeting that are currently using PBBT to do brake inspections did not have an issue with making the amendment to the procedure. They indicated that normally if they see a problem at a wheel end, they will inspect it thoroughly. It was also made perfectly clear that by making this amendment, it in no way would disallow an inspector from doing pushrod stroke meausurements during a Level I when a PBBT is used if the inspector deemed it still necessary. The amendment would affect 3 steps in both the Level I and Level V procedure. The following note additions were presented as follows:

The Level V Inspection Procedure Steps 1, 16 and 18 would be amended in the same format. This would also require a change to Operational Policy 5 for Brake Measurements. It currently states:

BRAKE MEASUREMENTS It shall be the policy of CVSA to record on inspection forms all brake measurements during North American Standard Level I and Level V Inspections.

If voted through by Executive Committee the policy will have to be amended to address that if a PBBT is used the Level I or V inspection report will not have brake measurements recorded.
