El tapón del depósito de combustible debería ser un elemento fuera de servicio.

Justificación o necesidad

Por favor, tengan en cuenta los vehículos que usan gasolina o propano; esto no es solo un problema ambiental, sino también de seguridad pública. Lo último que querríamos es que un tanque lleno de gasolina liberara vapores y explotara debido a cualquier ignición, incluso la de un teléfono celular.

Este elemento debe ser considerado y reincorporado a los criterios como un elemento fuera de servicio. Por favor, considere la siguiente enmienda OOSC.Parte II, 5.a.(3) - Falta de tapa de combustible en un vehículo que funciona con gasolina o propano.

Medidas adoptadas por el comité

The committee reviewed this issue in both a joint session with the with the Passenger Carrier Committee as well as idependently. During the joint session there was mention made of a bus accident that was investigated by NTSB in 1992. NTSB found the investigation and forwarded it to the Vehicle Committee and relative sections were included in the attachments of the agenda. Recommendation 15 was that the risk of fire would have been substantially reduced had the bus had a fuel cap. The bus was involved in a collision and eventually caught fire. The Chair of the Passenger Carrier Committee reported to the Vehicle Committee Chair that the Passenger Carrier Committee addressed this issue during their independant meeting and voted through an addition to the OOSC for a missing fuel cap. Some of the issues that had come up in that committee for imminent hazard were pooling of fuel inside the compartment and other motorists around the bus that have to drive through the leaking fuel (ie: motorcycles, etc).

It was up to the Vehicle Committee to determine if it should be applicable to all vehicles or not. In the event that this committee did not vote it through, Tim Davis, Chair of the Passenger Carrier Committee intended on taking it through to the Executive Committee addressing it for Passenger Carrier Vehicles only.

The Vehicle Committee could not find an move forward with an imminent hazard criteria for this issue. Therefore, it was voted down in the Vehicle Committee and forwarded back to the Passenger Carrier Committee for those types of vehicles only. The motion put forward to amend the OOSC for Passenger Carrier Vehicles was accepted and the criteria would be amended appropriately.
