| Justificación o necesidad | Si el cable presenta algún defecto, la infracción se reflejará en las luces del remolque y este quedará fuera de servicio hasta que se reparen las luces. Los inspectores de carretera no podrán detectar la mayoría de los problemas con el cable a menos que vean una rotura evidente. Cualquier defecto oculto por la cubierta exterior requerirá un medidor para su detección. |

| Medidas adoptadas por el comité | It was explained that it is difficult to justify and teach due to there being no OOSC to support this defect. The other 2 issues in the policy are related to OOS violations found in either the coupling device or air lines between the tractor and the trailer. In both of these cases, the violation is evident. In the wiring cable scenario, the trailer is OOS for the lights and there is no way for an inspector to know whether the wiring cable is defective or not. It was also discussed that removing this policy would not change the outcome of what is done roadside. The trailer will still be placed OOS and the tractor will be allowed to operate without repairs. The Vehicle Committee unanimously approved the change to the Operational Policy 5 as shown below. REQUIRED REPAIRS FOR OUT-OF-SERVICE NOTICES The following shall be the policy regarding required repairs for out-of-service notices: Inspectors shall not release vehicles and/or drivers from an out-of-service notice until all repairs required by the out-of-service notice have been satisfactorily completed to where a violation no longer exists. When a vehicle is placed out-of-service, it may not be moved under its own power to a place of repair. The following are two exceptions: 1. Vehicles transporting hazardous materials / dangerous goods that require placarding may be escorted to a repair facility or safe parking place. 2.When the imminently hazardous condition is automatically removed by the disconnection of the power unit from a towed unit, the power unit may be moved. When such an out-of-service power unit is operated, the examination report must carry the notation, "Power unit not to be operated in combination with another vehicle until repaired". In these instances a CVSA decal will not be issued. There are two mechanical defect conditions, which meet this criterion: a. Defective coupling mechanism on the power unit. b. Defective emergency or service brake hoses, or tubing between tractor and trailer. |
