Issue Name | OOSC, Part II, Tires, a. Any Tire on Any Front Steering Axle of a Power Unit, (2) - Breaker Strip |
Summary of Issue | Suggest revision of the rule below: |
Justification or Need | The mention of "breaker strip" in the rule is confusing because it is old nomenclature not widely used in reference materials that describe radial truck tires. Enforcement personnel notice the mention of it and cannot find "breaker strip" in supporting documentation. |
Request for Action | Remove mention of "breaker strip". See attached Document "out of service page 61.jpg". Suggested edited wording: (2) When any part of the belt material or casing ply is showing in the tread. ((393.75(a)(1)) |
Action Taken by Committee | It was discussed that the mention of “breaker strip” in the OOSC is confusing because it is old nomenclature and not widely used in reference materials that describes radial truck tires. Enforcement personnel notice the mention of it and cannot find “breaker strip” in supporting documentation and the sidewall and tread area OOS conditions cover the same area of the tire. A motion to remove breaker strip from OOSC was made. There was further discussion about the included pictures from the request and whether to use it in training or the OOSC. It was decided not to include the pictures in the OOSC. "Breaker Strip was removed from 12.a.(2) as follows: 12. TIRES a. Any Tire on Any Front Steering Axle(s) of a Power Unit (1) With less than 2/32 inch (1.6 mm) tread when measured in any two adjacent major tread grooves (typically any groove containing a tread wear indicator) at any location on the tire. (393.75(b)) NOTE: Measurements should not be made on stone ejectors or tread wear indicators (2) When any part of the belt material or casing ply is showing in the tread. |
