Summary of Issue

The issue of how to treat chafing air lines on the rear of a bobtail truck tractor has arisen. There is no written guidance on if this is a violation or not, and several NTC/CVSA certified instructors have differing opinions. Does this fall under the mentality of issues on a 'raised lift axle' where if it doesn't adversely affect the vehicle's operation you just note it in the comments, is the truck tractor in violation and OOS (if chafed into the inner reinforcement ply) "while in combination", do you cite it just as you would a non-required tie-down that's defective or a pintle hook not in use that's missing a mounting bolt, etc.?

Uniformity.

Request for Action

CVSA determine and issue guidance regarding air lines chafing on a truck tractor when it is bobtail (i.e., not towing another vehicle). Possibly issue guidance on other non-required and/or not in use items that are damaged/defective that aren't mentioned. For the record, I'm not a fan of citing violations on non-required items or items that are not in use that are damaged/defective if it doesn't adversely affect the vehicle's operation (i.e., the Probable Cause requirement of the 4th Amendment to the U.S. Constitution). Listing those issues in the comments, yes; citing, no.
