Summary of Issue | Since 2009, PSP has provided motor carriers easy access to critical driver safety data pre-hire to facilitate the evaluation of driver applicants’ safety record. It’s success and value has led to calls from motor carriers to permit PSP access for current employees, but current federal statute limits motor carrier access to PSP to the pre-hire review of a driver’s safety record. |
Justification or Need | Allowing continual and on-demand access to PSP for motor carriers will provide them with a powerful tool to enable stronger and proactive driver safety programs, facilitate ongoing training and improving driver success. This simple statutory update will also streamline driver monitoring and improve roadway safety. |
Request for Action | CVSA support for a statutory fix to allow for PSP anytime access for motor carriers. |
Action Taken by Committee | The committee discussed the proposed legislative priority to increase access to the Pre-Employment Screening Program data and agreed that it would make sense for CVSA to approve it as a second-tier legislative priority. As a second-tier priority, CVSA will support efforts to make the necessary legislative changes, but not actively lobby for the change. The second tier legislative priority was approved by the committee on March 11, 2022, and the Board of Directors on April 3, 2022. |
