Summary of Issue

As of June, 2025 CDL drivers will no longer be presented with a copy of a medical certificate/card by the examiner. This will cause Inspection Bulletin 2015-04 – Enforcement of Medical Examiner’s Certificate Integration with the Commercial Driver’s License, and the flow chart provided, to be out of date and in need of update.

Justification or Need

The Inspection Bulletin and the procedures around it will need to be updated to match the regulations and practices that will be coming into effect.

Request for Action

As of June 23, 2025, medical examiners will no long provide CDL drivers with a copy of the medical certificate/card. This means the process of asking the driver for a medical card if the Commercial Driver's License Information System (CDLIS), National Law Enforcement Telecommunications System (Nlets), or state system is not showing the driver's medical information as being current may no longer valid (the driver is not likely to have a medical card). Also, the practice of accepting the medical card in place of the information in the above systems needs to be reviewed (will this be allowed under the new regulatory structure? See §391.43(g) and §391.51(b)(6)). However, as there is likely to be confusion among medical examiners and carriers when it comes to non-CDL drivers, that portion of the Inspection Bulletin could be strengthened. Although not necessarily CVSA's area, doing outreach to refreshing examiners, carriers, and officers on the requirements for non-CDL drivers (examiner provides the card, the driver must carry it, carrier must maintain a copy in the DQ for three years) could be considered as well.
