Summary of Issue | OOS Part II, item 16-Emergency Exits. According to the OOS manual, a marked emergency exit that is missing operating instructions is not OOS unless it is on an a required emergency exit. However, if the instructions were obstructed on that same window, then it would be OOS. |
Justification or Need | It shouldn't matter if the missing operating instructions are on a required emergency exit or on an additional emergency exit, the OOS condition should be the same. If a person in a bus/motor coach, is in involved in a crash in the middle of the night, they will not care if they are trying to get out an emergency exit that is required vs. one that is an "additional" emergency exit. Missing instructions on how to open the exit should be an OOS violation regardless of whether it's on a required emergency exit or an additional emergency exit. |
