FMCSA Requests Comments on Loomis Armored US LLC Driver and Passenger Door Exemption Renewal
On April 2, the Federal Motor Carrier Safety Administration (FMCSA) requested comments on the exemption renewal request from Loomis Armored US LLC to continue operating armored vehicles with welded-shut cab doors and two additional doors behind the cab. Comments are due by May 4.
FMCSA Requests Comments on CDL Drug and Alcohol Clearinghouse ICR
On April 1, FMCSA requested comments on the Commercial Driver’s License Drug and Alcohol Clearinghouse information collection request (ICR), which relates to the querying and reporting requirements to address the problem of commercial driver’s license (CDL) and commercial learner’s permit holders who test positive for the use of controlled substances or the misuse of alcohol and then continue to perform safety sensitive functions, including driving a commercial motor vehicle, without completing the required return-to-duty process. Comments are due by June 1.
FMCSA Requests Comments on the Designation of Agents, Motor Carriers, Brokers and Freight Forwarders ICR
On April 1, FMCSA requested comments on the Designation of Agents, Motor Carriers, Brokers and Freight Forwarders ICR, which is necessary to provide motor carriers, property brokers and freight forwarders a means to designate process agents. Comments are due by May 1.
FMCSA Requests Comments on Railroad Grade Crossing NODA
On March 27, FMCSA requested comments on the notification of data availability (NODA) related to the notice of proposed rulemaking to create an exception for any railroad grade crossing equipped with an active warning device that is not in an activated state. Comments are due by April 27.
FMCSA Requests Comments on Unified Registration System, FMCSA Registration/Updates ICR
On March 23, FMCSA requested comments on the Unified Registration System, FMCSA Registration/Updates ICR, which applies to new registrants seeking initial registration and operating authority registration from FMCSA. Comments are due by April 22.

FMCSA Removes HERO ELD from List of Registered ELDs
On April 2, FMCSA removed from its list of registered electronic logging devices (ELD) the HERO ELD (ELD Identifier: HRS205) and placed it on the revoked ELDs list due to the provider’s failure to meet the minimum requirements established in Part 395, Subpart B, Appendix A.
Motor carriers and drivers were instructed to discontinue using the revoked device and revert to paper logs or other logging software to record required hours-of-service data. The revoked ELD must be replaced with a compliant ELD from the registered ELDs list before June 2.
Motor carriers and drivers that use the revoked ELD listed above on or after June 2 will be in violation of § 395.8(a)(1) – “No Record of Duty Status” and will be placed out of service in accordance with CVSA’s North American Standard Out-of-Service Criteria.
