FMCSA Publishes Revisions to DataQs Requirements for MCSAP Grant Funding
On April 16, the Federal Motor Carrier Safety Administration (FMCSA) published revisions to its notice titled “DataQs Requirements for Motor Carrier Safety Assistance Program (MCSAP) Grant Funding.” The updates are based on comments received in response to the agency’s initial July 1, 2025, Federal Register notice, including comments from CVSA.
PHMSA Publishes Updates on Special Permits
On April 15, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published updates on special permit applications:
- List of Applications for Special Permits – Comments are due by May 15.
- List of Applications for Modification of Special Permits – Comments are due by April 30.
- Notice of Actions on Special Permit Applications – Comments are due by May 15.
FMCSA Requests Comments on Transportation of Hazardous Materials, Highway Routing ICR
On April 9, FMCSA requested comments on the Transportation of Hazardous Materials, Highway Routing information collection request (ICR), which relates to designated and restricted routes and restrictions or limitations affecting how motor carriers may transport certain hazardous materials on highways, including dates that such routes were established and information on subsequent changes or new hazardous materials routing designations. Comments are due by May 11.
FMCSA Requests Comments on Fees for the UCR Plan and Agreement NPRM
On April 7, FMCSA requested comments on the notice of proposed rulemaking (NPRM) proposing amendments to its regulations governing the annual Unified Carrier Registration (UCR) Plan and Agreement registration fees that participating states collect from motor carriers, motor private carriers of property, brokers, freight forwarders and leasing companies. Comments are due by May 7.
FMCSA Requests Comments on Quantifying the Benefits of Creating New Truck Parking Spaces ICR
On April 6, FMCSA requested comments on the Quantifying the Benefits of Creating New Truck Parking Spaces ICR, which relates to collecting drivers’ experiences with finding truck parking spaces to estimate the monetary benefits of creating more parking. Comments are due by May 6.
Update on Exemptions
FMCSA Requests Comments on Aurora Warning Device Exemption Application
On April 15, FMCSA requested comments on Aurora Operations Inc.’s (Aurora) application for a five-year exemption to allow commercial motor vehicles (CMV) equipped with a Level 4 automated driving system (ADS) to use a set of cab-mounted warning beacons in lieu of placing reflective warning triangles or fuses around the stopped vehicle. The exemption would apply to Aurora and to other motor carriers operating Level 4 ADS-equipped CMVs that notify FMCSA in writing prior to operating under the exemption. Comments are due by May 15.
FMCSA Extends Paper Copy of Medical Examiner’s Certificate Waiver
On April 14, FMCSA extended its waiver from certain regulations applicable to interstate commercial driver’s license holders, commercial learner’s permit holders and motor carriers to allow them to continue to rely on a paper copy of the medical examiner’s certificate as proof of the driver’s medical certification for up to 60 days after the date the medical examiner’s certificate was issued. The waiver is effective April 11 through Oct. 11.
