On Feb. 3, 2021, CVSA submitted comments on a notice of proposed guidance on yard moves that was published by the Federal Motor Carrier Safety Administration (FMCSA). The guidance defines what qualifies as a yard move and clarifies that yard moves are considered on-duty not driving time. CVSA’s comments outline additional details that need to be included in the guidance to make sure it is clear and enforceable. Additionally, the Alliance’s comments urge FMCSA to take the necessary steps to adopt the guidance into the regulations as quickly as possible. CVSA submitted a petition to FMCSA on Dec. 4, 2019, asking the agency to provide additional details on how yard moves apply to the hours-of-service requirements.
