Remaining Fiscal 2026 Funding Legislation Signed Into Law

On Feb. 3, the U.S. House of Representatives passed HR 7148, the Consolidated Appropriations Act of 2026, which includes the transportation spending bill for fiscal 2026. The legislation was signed into law by the president, which ended the partial government shutdown.

The transportation spending bill included a provision to extend the obligation limitation authority for the fiscal 2024 Enforcement Training and Support Grant program. It also included provisions to maintain the exemption for commercial motor vehicles transporting livestock or insects from the electronic logging device requirements, and to update the regulations to include non-compliance with Title 49 Code of Federal Regulations § 391.11(b)(2) as an out-of-service condition.
