Staff Bios

Collin B. Mooney, MPA, CAE

Executive Director

Collin has more than 30 years of experience in the transportation safety industry, all of which have been dedicated to truck and bus safety. Prior to joining CVSA, Collin’s public safety career began in Canada with the Saskatchewan Highway Transport Patrol and later he spent more than a decade with the Alberta Commercial Vehicle Enforcement Branch. Collin joined CVSA in 2003 as director of training programs and later as the organization’s director of enforcement programs. In 2010, he was promoted to deputy executive director, until 2016 when he became the Alliance’s executive director. Collin has studied extensively in the fields of policing, corrections, criminal justice and applied justice studies from Lethbridge College. In addition, Collin is a certified association executive (CAE) and has a master’s degree in public administration, with a concentration in nonprofit management, from George Mason University.

Adrienne Gildea, CAE

Deputy Executive Director

Adrienne joined CVSA in 2011 as director of policy and government affairs. For four years, Adrienne represented the Alliance on Capitol Hill, assisting with policy and messaging, and working on behalf of the membership to advance commercial motor vehicle safety. In 2016, Adrienne was promoted to deputy executive director. Adrienne has more than 18 years in the transportation policy field. Prior to joining CVSA, Adrienne was a senior associate at a public affairs firm, where she managed a national freight advocacy coalition. Adrienne is a graduate of Tulane University with a bachelor’s degree in political science and English, and a minor in philosophy.

Nicole Leandro

Director of Communications

Nicole joined CVSA in 2014. She has nearly 25 years of marketing, public relations and communications experience, and has worked exclusively within the nonprofit sector throughout her career. As the director of communications, Nicole develops and implements activities and programs designed to expand visibility of the Alliance and enhance communications among CVSA, its members and the public. Nicole holds a bachelor’s degree in journalism from the University of Maryland with a focus in public relations and a minor in women’s studies.

Katie Morton

Director of Compliance Programs

Katie joined CVSA in 2021 as the hazardous materials specialist. She was promoted to director of compliance programs in 2023. Prior to joining CVSA, Katie served 15 years with Missouri Department of Transportation as an investigator, lead staff trainer and hazardous materials specialist. Katie served as a subject matter expert on electronic logging devices and the 2020 hours-of-service rule changes. She was also a certified inspector who conducted safety audits, compliance reviews and complaint investigations. Katie has a bachelor of science degree in criminal justice and a master’s degree in public affairs.

Kristin Yednock, CMP, DES

Director of Conference and Event Services

Kristin joined CVSA in 2023. She has more than 10 years of experience in meeting management. Kristin holds a BBA in hospitality and tourism management from James Madison University, is a certified meeting professional by the Events Industry Council and has received a digital event strategist certificate from the Professional Convention Management Association. Prior to joining CVSA, Kristin served as director of convention and meetings at the National Communication Association.

Jake Elovirta

Director of Enforcement Programs

Jake joined CVSA in 2021 with 32 years of law enforcement experience. He spent much of his law enforcement career focused on highway safety initiatives. Prior to joining CVSA, Jake served as director of the Vermont Department of Motor Vehicles’ Enforcement and Safety Division, retiring at the rank of colonel in 2020. In addition, he was a CVSA Level I certified inspector during his time as an officer. Jake held a number of CVSA leadership positions, including Region 1 president and vice president, and Information Systems Committee chairperson. Jake is a graduate of the FBI National Academy and the International Association of Chiefs of Police Leadership in Police Organizations course.

Bill Reese

Director of Hazardous Materials Programs

Bill became a trooper with the Idaho State Police in 1986 and received his initial training to complete commercial motor vehicle inspections. He has been closely involved with the safe transportation of hazardous materials since 1991. Bill is a former Level I and Level VI inspector and was a major and operations commander for the Idaho State Police, before joining CVSA staff in 2017 as director of COHMED program. Bill served as 2014-2015 CVSA president and held many CVSA leadership positions during his tenure as a member, including Level VI program chair, COHMED program chair, chair of the election committee and chair of the finance committee. He has been an adjunct instructor for the Idaho State University Institute of Emergency Management, College of Western Idaho Law Enforcement Program, Texas A&M University Texas Engineering Extension Service and the Idaho Office of Emergency Management. Bill is a graduate of the College of Southern Idaho Law Enforcement Program, Northwestern University School of Police Staff and Command, and the FBI National Academy.

Kerri Wirachowsky

Director of Inspection Programs

Kerri’s transportation safety career started in 1987 when she joined the Ontario Ministry of Transportation and advanced through the ranks, starting as an administrative assistant and working her way up to head of enforcement program evaluation within the Carrier Safety and Enforcement Branch. Prior to joining CVSA staff in 2017, Kerri served as CVSA’s Vehicle Committee chair for 10 years, co-chair of the North American Inspectors Championship (NAIC) for four years and Region V president for one year. Kerri is a former CVSA Level I and Level VI inspector and North American Standard instructor developer, and she is the 2001 NAIC Jimmy K. Ammons Grand Champion.

Ken Albrecht

Director of Multimedia Development

Ken has worked in commercial motor vehicle safety since 1996. Prior to joining CVSA in 2015 as its director of multimedia development, Ken worked as a producer of multimedia projects for the Federal Motor Carrier Safety Administration’s National Training Center through the Idaho State Police Multimedia Group. He has also worked as a freelance video producer of commercial vehicle safety training projects both in the United States and Canada. Prior to his work with the Idaho State Police, Ken worked as a morning news director, as well as a commercial producer for a local ABC television affiliate in Idaho. Ken is a graduate of Northwest Nazarene University with a bachelor of arts in communications.

Shannon Heck

Director of Training Services

Shannon joined CVSA in January 2023. She began her career as a trooper for the Colorado State Patrol in 2007 and found an affinity for commercial motor vehicle enforcement. Shannon joined the Motor Carrier Safety Section of the Colorado State Patrol in 2010 where she was a lead instructor for the MCSAP Training Team. Shannon was certified to teach general hazardous materials, cargo tank, other bulk packaging, advanced hazmat, NAS Part A, passenger-carrier vehicles and master instructor development, and she was certified to conduct Level I-VI Inspections, hazmat, cargo tank, other bulk packaging, and passenger-carrier vehicles.

Terry Kummer

Crash Investigation Specialist

Terry joined CVSA in 2021 after 29 years of law enforcement service with the Kansas Highway Patrol (KHP). He was instrumental in the development of the KHP’s crash reconstruction team, has reconstructed hundreds of crashes and was their inaugural lieutenant. Terry was a certified Level I, hazardous materials, cargo tank and other bulk packaging inspector. He is an accredited crash reconstructionist through the Accreditation Commission for Traffic Accident Reconstructionists. Terry has a long history working in interdiction and with the Drug Interdiction Assistance Program. As a lead instructor for the KHP, Terry taught collision reconstruction courses and forensic mapping, including the global navigation satellite system, robotic total stations and unmanned aerial vehicle systems. Terry has a bachelor of science degree in finance with an emphasis on statistics and mathematics.

Rodolfo Giacoman

Fatigue Management Specialist

Rodolfo joined CVSA in 2021 to lead the maintenance, operation and promotion of the North American Fatigue Management Program (NAFMP). He has collaborated with CVSA since 1993 in various capacities, including as Mexico liaison, contractor, associate member and sponsor. As general manager of Alertness.Pro for more than seven years, Rodolfo conducted education and training programs for motor carriers and drivers on fatigue management, specifically focusing on the NAFMP. Rodolfo is an experienced program manager of mission-critical public safety programs and systems, working under federal and international contracts. Over two decades as a contractor for the U.S. Department of Transportation, Rodolfo developed expertise in driver risk mitigation, enforcement information systems and international safety operations.

Kevin Hogan

Hazardous Materials Specialist

Kevin joined CVSA in February 2023 with 36 years of experience in commercial motor vehicle enforcement. Kevin started his carrier as a motor carrier officer with the Michigan State Police in 1986. He worked as a road patrol officer, school bus inspector, safety investigator and sergeant. Kevin is a former Level I and Level VI inspector and was the lead general hazardous materials, cargo tank inspection, other bulk packaging, and Level VI instructor for Michigan. He was also certified to conduct safety audits, compliance reviews, cargo tank facility reviews and economic reviews on household goods carriers. Kevin has held several CVSA leadership positions, serving as chair of the COHMED Program and vice chair of the Hazardous Materials Committee.

Matt Mullen

Hazardous Materials Specialist

Matt joined CVSA in 2024 after a 27-year career in law enforcement. He started his law enforcement career after graduating from Wichita State University with a bachelor of science degree in criminal justice in June 1998. In 2001, Matt joined the Kansas Highway Patrol and received his initial certification to complete roadside inspections. He was certified as a roadside inspector throughout his 23-year career with the Kansas Highway Patrol. In 2014, Matt transferred to the Motor Carrier Safety Assistant Program where he obtained his Level I, General Hazardous Materials, Cargo Tank and Other Bulk Packaging certifications. In 2021, Matt became certified as a general hazardous materials instructor through the Federal Motor Carrier Safety Administration’s Nation Training Center. Matt has been active with the CVSA COHMED Program since 2016 and served on the CVSA Hazardous Materials Committee from 2017-2024.

Brett Dimmerling

Learning Management System Specialist

Brett joined CVSA in January 2024 as a learning management system specialist. Prior to joining CVSA, Brett had 10 years of experience in training and learning management system roles. In his role CVSA’s learning management system specialist, he assists project directors with training content, monitors the learning management system and provides reporting on training components.

Wendy Smith

Learning Management System Specialist

Wendy joined CVSA in 2019. She is a skilled learning and development professional with more than 11 years of experience in learning management systems. In her role as learning management system specialist, she assists project directors with incorporation of various training content into the online learning management system, and monitors and provides reporting on various training components.

Carlisle Smith

Level VI Inspection Specialist

Carlisle has more than 30 years of experience in commercial motor vehicle safety and enforcement, including more than 20 years as a Level VI Inspection national program instructor. Prior to joining CVSA in 2012, he was active member of CVSA at the Public Utilities Commission of Ohio (PUCO) and served in CVSA leadership as chair of the Level VI Inspection Program. During his tenure at PUCO, Carlisle was a hazardous materials investigative specialist, then was promoted to manager of the commission’s Hazardous Materials Enforcement Program. Carlisle holds a bachelor’s degree in political science from Bowling Green State University.

Mark Mills

Multimedia Specialist

Mark joined CVSA in 2018 as a multimedia specialist with many years of broadcast and corporate communications experience. He was a television commercial producer and director for ABC and Fox affiliates, as well as Cable ONE in Boise, Idaho. He also worked with the Idaho State Police Multimedia Group for eight years. Mark has bachelor of arts degrees from the University of Idaho in music education and from Boise State University in communications.

Terry Moore

Multimedia Specialist

Terry Moore joined CVSA in March 2023 as a multimedia specialist. He received formal television broadcast education from vocational school in Tacoma, Washington. Terry has worked in the television business since 1988 with various jobs in the industry. Most of his career has been spent producing local television ads, corporate videos and sporting events.

Jeremy Disbrow

Roadside Inspection Specialist

Jeremy joined CVSA in January 2023 with 25 years of experience as a police officer and paramedic. Prior to joining CVSA, he served as an Arizona state trooper for 20 years, with an extensive focus on commercial motor vehicle safety, enforcement, outreach and training. Jeremy was Arizona’s MCSAP training coordinator for seven years, where he developed statewide training curriculum and instructed more than 5,000 hours of courses throughout the U.S. He served as the CVSA chairman for CVSA North American Cargo Securement Harmonization Forum, as well as vice president of CVSA’s Region IV membership. Jeremy was a certified master instructor where he instructed NAS Part A, NAS Part B, passenger-carrier vehicle, instructor development, master instructor development, electronic logging devices and electronic monitoring and mapping technology courses.

John Sova

Roadside Inspection Specialist

John joined CVSA in January 2023 after 21 years of law enforcement service. Prior to joining CVSA, he served in the North Dakota Highway Patrol Motor Carrier Operations Division for 16 years. John held certifications in safety investigations, roadside inspections and hazardous materials, and served as an associate staff instructor for FMCSA’s National Training Center. He also served as chair of the CVSA Vehicle Committee, vice chair of CVSA’s Automated Driving System Work Group, and chair of CVSA Level VIII Electronic Inspection Ad Hoc Committee. John has a bachelor’s degree in business administration and management information science from the University of Jamestown and he is the 2011 North American Inspectors Championship Jimmy K. Ammons Grand Champion.

Kevin Andrews

Traffic Enforcement Specialist

Kevin joined CVSA in January 2023 after 29 years of law enforcement service in Vermont. He spent his last 21 years serving the Department of Motor Vehicles as a commercial vehicle enforcement inspector where he retired with the rank of captain. As the commander of the Commercial Vehicle Enforcement Unit, Kevin prioritized improving infrastructure protection and commercial motor vehicle safety. Prior to joining law enforcement, Kevin proudly served the United States Army, which included a deployment during Operation Desert Storm. Kevin is a graduate of the 259th class of the FBI National Academy and served as vice president of the FBI National Academy Associates New England Chapter.

Manager of Administrative Services

Wendy joined CVSA in 2021 as administrative assitant. She was promoted to manager of administration in 2023. Wendy is a skilled professional with more than 19 years of experience in program management.

Dan Parks

Manager of Federal Contracts and Grants

Dan joined CVSA in 2022 with 31 years of law enforcement experience. Dan retired from the Delaware State Police in 2022 with the rank of sergeant. Dan managed the Commercial Motor Vehicle Enforcement Unit for seven years where he was responsible for the MCSAP grant and size and weight enforcement funding. Prior to joining CVSA, Dan was a CVSA Level I certified inspector during his time as a trooper, he served as CVSA’s lead agency contact for commercial motor vehicle enforcement in Delaware, and he served on several CVSA committees, including Policy and Regulatory Affairs, Training, Vehicle and Driver-Traffic Enforcement. Dan is a graduate of the University of Delaware with a bachelor of arts degree in communication and he completed the International Association of Chiefs of Police Leadership in Police Organizations course.

Margaret Edwards

Manager of Government Affairs

Margaret joined CVSA in March 2023 as the manager of government affairs. She brings four years of experience working in association government affairs with her to CVSA. Prior to joining CVSA, Margaret oversaw the execution of the advocacy strategy of a postal contracting association. Margaret holds a bachelor’s degree in ethics, history and public policy from Carnegie Mellon University.

Cassy Dafin

Manager of Meetings and Events

Cassy joined CVSA in 2022 as the manager of meetings and events, working to provide outstanding event experiences for members. She is a graduate of the University of Maryland.

David Findlay

Manager of State and Local Contracts and Services

David joined CVSA in January 2023 as audit and investigation specialist. He has 28 years of experience with vehicle registration, legislation, enforcement and administration of commercial transportation programs. Prior to joining CVSA, David implemented South Carolina’s Performance and Registration Information Systems Management, Commercial Vehicle Information Exchange Window, and Commercial Vehicle Information Systems and Networks programs, among others. He also worked with the South Carolina Trucking Industry Task Force, South Carolina Motor Carrier Advisory Committee, SCDOT Safety Maintenance Council and other organizations.

Paola Berridi

Certification Coordinator

Paola joined CVSA in May 2023 as certification coordinator. She has more than six years of customer relationship management, administrative management and project facilitation experience. Prior to joining CVSA, Paola was certification coordinator at a notified body overseeing the standardized certification and compliance of medical devices and pharmaceutical companies within the U.S. Canada, and Europe. She is a graduate of the University of Maryland with a background in international relations and foreign affairs.

Angela DiLeo

Membership Coordinator

Angela joined CVSA in September 2024 as the membership coordinator. In that role, she fosters partnerships with sponsors and exhibitors, manages the association management system, and provides technical support to members. Prior to joining the Alliance, Angela worked as the manager of membership for the National Association of Federally Impacted Schools. Angela received her bachelor’s degree in political science from the University of Massachusetts Lowell.

Amy Molina

Training Coordinator

Amy joined CVSA in 2022 as training and event coordinator. She more than eight years of experience planning events within the hospitality industry. Most recently, she managed the catering and events program of a local Washington, DC, area restaurant group. As the training and event coordinator, Amy is responsible for CVSA’s training events and webinars. Amy holds a Bachelor of Science degree in hospitality management from Florida International University.

Chris Turner

Judicial Outreach

Chris joined CVSA in 2019. He is responsible for the Alliance’s judicial outreach furthering commercial motor vehicle safety. Chris has testified before the U.S. Senate, U.S. House of representatives, Kansas Senate and House, and worked on Congressional highway bills, state laws, and federal and state administrative regulations. Chris was formerly CVSA’s director of enforcement data and judicial outreach; before that, he was a Kansas Highway Patrol (KHP) captain. During his time with the KHP, Chris oversaw the patrol’s Motor Carrier Safety Assistance Program, weight enforcement (fixed and mobile), accident reconstruction teams, and the drug recognition expert and standardized field sobriety testing programs. Among other duties, Chris served the patrol as a drug recognition expert, standardized field sobriety instructor and accident reconstructionist.  Chris is a graduate of Washburn University School of Law where he received his Juris Doctor.

Emily Moorhead

Writer-Editor

Emily joined CVSA in January 2023 as a writer-editor. She is responsible for CVSA’s magazine, Guardian, and also provides additional writing and editing support for the organization. Emily has more than eight years of experience in marketing, communications, advertising and social media. She holds a bachelor’s degree in public relations from Westminster College in Pennsylvania.
